Study On The Development Strategies Of Software Industrial Cluster In The West Side Of The Taiwan Straits

The software industry is a typical representative of the knowledge economy and can promote the industrialization through informatization and greatly improve the efficiency of the national economy as a whole. At present, the Economic Zone on the West Side of the Taiwan Straits has changed from a local strategy into a national one. In The Development Plan of the Economic Zone on the West Side of the Taiwan Straits made by the National Development and Reform Commission, the policies of "focusing on the development of software industry" and "striving to establish a famous city of software industry in China" were clearly formulated. In 2013, Fuzhou Software Park had 30 billion RMB income in software industry, accounting for more than one fourth of the total income of the industry in Fujian Province. The cluster effects of Fuzhou Software Park are evident and the park has become the most important location of the software industry cluster on the West Side of the Taiwan Straits. Therefore, the aim of this thesis is to discuss how to make Fuzhou Software Park bigger and stronger in order to promote the software industry in this region.Being an important economic phenomenon and a hotspot of research, the industrial cluster has been studied from different angles by scholars throughout the world. By analyzing the theories of External Economy, Industrial Location, New Competitive Advantage, New Economic Geography and relevant theories of software industry from home and abroad, the thesis summaries the forming mechanism and functions of industrial clusters and software industry clusters as the concentration of the same companies of the industry as well as the up and down-trend firms and the establishing of public service system, giving theoretical guidance to the study on the strategic development of the software industry clusters on the West Side of the Taiwan Straits. At the same time, through the studying of strategic management theories, the thesis summarizes its three procedures:strategic analysis, strategic choice and strategic implementation, upon which the strategic study on the software industry clusters on the West Side of the Taiwan Straits is conducted. Through the study of some advanced software industry clusters around the globe, such as the Silicon Valley in the U.S and Ireland, the thesis sums up some experiences which can serve as examples for the software industry clusters on the West Side of the Taiwan Straits. Firstly, the functions of the government can not be neglected and should be adequately carried out. Secondly, an omni-directional and multi-level software education and training mode should be established. Thirdly, an industrial service chain should be formed.After a profound study on the theories of software industry clusters, its strategies as well as its specific examples from home and abroad, through an on-the-spot investigation of Fuzhou Software Park on its present situation, relevant linear calculation and industrial agglomeration level calculation and a SWOT analysis (Strengths, Weaknesses, Opportunities and Threats), the thesis sets a strategic goal for Fuzhou Software Park by adopting a method of the combination of normative analysis and empirical research as well as the combination of qualitative and quantitative analysis:aided bythe innovation of software technology,we should make the leading enterprises bigger and cultivate small and medium-sized enterprises,trying our best to establish a software industry cluster which is advanced in the country and competitive throughout the world, thus bringing along the vigorous development of the software industry on the West Side of the Taiwan Straits.Finally, according to the strategic goal, the thesis comes up with a scheme for the implementation of the development strategy: innovating the management mechanism, expanding the development space, publicizing the brand of the Park, strengthening the policy support, improving the public and human resources service, perfecting the financing systems and playing a leading and exploratory role in the cooperation with the Taiwanese software industry.
