A Study On The Evaluation Of Energ Y Conservation Policy System In Chengdu

In the 21st century, the global climate is becoming increasingly warm, and human survival and development is faced with a severe challenge. A large usage by human beings in the production and life, such as the coal, oil and other fossil fuels, causes the severe depletion of energy resources. On the other side, the large emissions of carbon dioxide also cause different harms to people’s daily life. As a result, energy security, climate change and other issues catch more attentions from international society, and sustainable development has become an urgent issue which all the human beings should face. Sustainable development has become a pressing issue facing mankind. If various countries still do not take steps to solve the climate change and hold a negative attitude, earthquakes, storms, typhoons, floods and other natural disasters will be endless, which will threaten the living environment of the whole human kind.Since the "Reform and Opening up " 30 years ago, China’s economic development has yielded tremendous progress, but it is also facing the dual pressures of energy shortage and environmental pollution. Based on the background of this grim reality, our government introduced an intensive series of policies related to energy conservation in the "Eleventh Five-Year" and "Twelfth Five-Year" period. Energy reduction causes widespread concern in the community, and evaluation of the energy conservation policy has become a hot topic of academic research. And evaluation of energy conservation policies has very important theoretical and practical significance——it can be assessed for the current energy conservation in countries or regions, can judge the degree of the pros and cons of policies and can be the theoretical and decision basis when formulating new policies.In this paper, energy saving policies at home and abroad and evaluation of the study are summarized, then I sample the city of Chengdu, and discusses the concept of energy saving and emission reduction and other relevant theoretical basis, define the public policy attribute of energy saving policies. And basing on the a collection of related policies of energy saving and emission reduction from 2007 to 2012 in Chengdu, I evaluate and study the actual situation of energy saving and emission reduction in Chengdu. According to the evaluation criteria and modalities of public policy, this paper starts from the concept of sustainable development, combines the current situation in Chengdu resources and policy enforcement with policy implementation and sets up a comprehensive evaluation system of emission reduction policy.I evaluated and analyzed the energy saving and emission reduction policy from 2007 to 2012 in Chengdu by applying Entropy Method. The results show that the effectiveness of energy conservation in Chengdu is obvious year by year, which depends on the constant improvement of the policy. At last, according to the problems in the operation of energy saving and emission reduction in Chengdu, I put forward some suggestions and measures to improve the energy saving and emission reduction policy.
