At this stage, China is in a period of multiple social conflicts. And in recent years, the social stability risk issues are attached great importance by the party and government. August 2012, the National Development and Reform Commission issued a notice, which is the Interim Measures of social stability risk assessment of major fixed assets investment projects. So far, social stability risk assessment work of major fixed assets investment projects carried out in the country rapidly.At present, China is in rapid industrialization and urbanization stage, national highway construction project is still vigorously carried out to expand road coverage, to improve the road network and the efficiency of the road network. And highway construction projects have the features of long lines, through many regions and widely involved personnel, etc.. But because of its construction often related to land acquisition and resettlement, usually it will cause the large and long duration influence to the vital interests of the people within a certain area, which can easily lead to social conflicts of interest. Therefore, it is necessary to discusse social stability risk of highway construction projects, which is under the premise of recognising and establishing the social stability risk assessment indicators of highway construction project, using appropriate quantitative methods to asses the level of projects social stability risk to reduce or avoid social stability risk subjectivity in the assessment body to assess and enhance the objectivity of the assessment, to make the decision-making of highway construction projects more scientific, reasonable and effective.Firstly, the article defines some related concepts, such as the risk, social risk, the risk of social stability, social stability risk of highway construction projects; review of existing research, further clarifies the value and necessity of this research.Then, introduce the theoretical foundation associated with this article:use the social combustion theory to explain the mechanism of highway construction projects social stability risks:explained the meaning and evaluation steps of social stability risk level evaluation of highway construction projects:introduced the method of the risk level evaluation, namely fuzzy AHP. and elaborated the applicability of the method.Again, use the method of flow chart to identify the social stability risk factor of highway construction projects, and on this basis, through literature research and in accordance with the principles of key factors of establishing the evaluation indicators, establish a social stability risk evaluation index system of highway construction projects, thereby layers thoroughly constructed social stability risk assessment model of highway construction project based on fuzzy AHP.Finally, on the basis of theoretical studies, the model is applied to XX project to determine the level of social stability risk. Rights acquired by questionnaire data, using AHP to calculate the weight of each risk factor, then use the fuzzy comprehensive evaluation method to get a comprehensive level of social stability risk of project; sort their results of the importance of risk factors, which can provide a basis for decision-makers to prevent and resolve risks. The application of the case, demonstrate the practicality and feasibility of this evaluation method.
