The Risk Assessment And Prevention Of Highway PPP Project

Along with the development of Chinese economy entering a new normal,the economic pattern transformation is imminent.The mode of government and social capital cooperation(PPP: Public-Private-Partnership)has gradually become an important direction of investment reform in infrastructure construction and public service.Due to the large investment amount,long construction and maintenance cycle,it is hard to meet the development needs that the highway project only relies on the government investment.By introducing the PPP mode,highway project can take advantage of the social capital funds and technology,which will effectively alleviate the pressure of the government investment,reduce the project cost,improve operation efficiency,and realize multi-win-win situation.Study of highway PPP project risk,identification of the whole life cycle risk factors and taking corresponding measures,can effectively reduce the loss caused by adverse factors on the project;improve the efficiency of the project,which is of great significance for all project participants and the social public interests.This paper used the literature research,comparison research,qualitative and quantitative analysis,empirical analysis and other methods,from the definition of PPP mode and connotation of the project risk.After comparing many kinds of research methods,this paper combined the expert investigation method,WBS-RBS,FAHP and fuzzy comprehensive evaluation,etc.identified and evaluated the highway PPP project risk and put forward the preventive measures.The full text consists of six chapters.First elaborated the highway PPP project risk research background,significance;elaborated the domestic and foreign scholars study on the highway PPP projects present situation;combed and reviewed the highway PPP project risk related theory,mainly including the definition and classification of the PPP pattern,the theory support,risk,risk identification,risk evaluation,risk sharing,etc.for introducing PPP mode into the highway project.On this basis,through the literature searching,consulting risk management,this paper primarily identified 39 risk in whole life cycle of the PPP project by using WBS-RBS model,and then used the expert investigation method to secondary identified 20 risk factors,and find three of them exclusively belong to the highway project which is different from other projects;used FAHP and fuzzy comprehensive evaluation method to evaluate risk,set up a risk evaluation index system including 2 levels 6 categorys and 20 indicators,established the mathematical relationship between the index and results through the membership degree,built the highway PPP project risk fuzzy comprehensive evaluation model.Finally taking TR highway project as a case,carried on the empirical analysis,gained the risk rating resuli,and put forward specific preventive measures in view of the politics,economy,technology,construction,operation,the risk of force majeure,such as strengthening the government credit evaluation and supervision,introducing the minimum income guarantee and the excess revenue sharing mechanism and other measures.It is hoped that the research of this paper can provide some theoretical reference for actual project operation.
