As a large-capacity, high-speed, transit-oriented and comfortable transportation mode, the intercity railway is growing rapidly all over the world and producing broad socio-economic benefits. At present, many intercity railways are being built or planned in several domestic metropolitan areas including Bohai Rim zone, the Yangtze River Delta zone and the Pearl River Delta zone. The planning and construction of intercity railway network is a long-term systematic project involving numerous factors and requiring high investment. Therefore, it is critical to determine a rational construction schedule plan for the intercity railway network to maximize the best comprehensive benefits.Firstly, this paper defines the intercity railway and summarizes the passenger flow characteristics of intercity railway. Then, the construction schedule plan is defined explicitly for intercity railway, and its corresponding impacting factors are classified as internal factors and external factors. According to the network classification theory, intercity railways are mainly classified as trunk line, sub-trunk line and branch line. Therefore, qualitatively, the planned lines will be successively built in accordance with their priorities in the construction schedule plan.Secondly, the general regulation in view of traffic location theory is introduced as the theoretical basis for the construction schedule plan of intercity railways in the third chapter. The calculation method of accessibility, as one core component of traffic location theory, is given thoroughly. An accessibility-based classification model is presented considering shortest spatial distance.16 planned intercity railways in the Pearl River Delta are divided according to the classification model into trunk lines, sub-truck lines and branch lines, respectively.Moreover, intercity railway construction schedule plan is a multi-attribute decision-making problem. On the basis of chapter 2 and chapter 3, this paper further establishes the intercity railway construction schedule plan decision-making model based on "grey relational analysis and TOPSIS" by analyzing the advantages and disadvantages of various multi-attribute decision analysis methods. And the intercity passenger flow, the urban economic level, line-level property, investment and financing possibilities, are selected as the decision factors of intercity railway construction schedule plan. Besides, the model adopts AHP and entropy method to determine the comprehensive weight of the decision factors. In this way, we can fully integrate the expert’s subjective experience of judgment and decision-making matrix objective data, which provides a simple and suitable method for the study of intercity railway construction schedule plan.At last, by collecting the economic development data of the Pearl River Delta cities, intercity passenger predictable results, etc., this paper uses the "grey relational analysis and TOPSIS" model to determine the 16 recent planning lines construction schedule plan, the results indicate that the proposed model is practical and rational.
