Research On The Resource Constraints In The Transformation Of The Pattern Of China’s Economic Development

More than 30 years of reform and opening-up, the achievements of China’s economic development is significant, China’s gross domestic product (GDP) expanded nearly 24 times (in constant prices)from 1978 to 2013, rose to 56.8845 trillion yuan in 2013, having caught up with Japan and became the world’s second-largest economy; Social development accelerates obviously, people’s life more and more rich. However, such high-speed growth is at the expense of huge consumption of the resource and serious environmental pollution, and in the current development of the economic field, there are still extensive features typical of low efficiency, high consumption, high emissions, high pollution, the situation is a common phenomenon in many industries and sectors. The current resource constraints which we are having faced in our country, not only restricts the sustainable development of economy, but also becomes the shackles of the transformation of the pattern of economic development. Therefore, it is urgent to alleviate the contradiction of resource constraints in the transformation of the pattern of economic development, to accelerate transformation of the pattern of economic development in our country and to realize the sustainable development of economy of our country.To this, the report of the eighteenth national congress of the communist party of China clearly pointed out that "the exacerbation of resource and environmental constraints "and "the arduous task of the transformation of the pattern of economic development" are the main difficulties and problems on the road ahead of our country; we must "accelerate the transformation of the pattern of economic development", put "the ecological civilization" on the prominent important position, and join it into the pattern of "Four in One" construction to form the pattern of "Five in One" construction. The third plenary session of the eighteenth national congress of the communist party of China planed the blueprint for reform of our country, and clearly proposed that we must "deepen reform of system of ecological civilization by closely around the construction of a beautiful China, speed up to build the system of ecological civilization, improve the system of the economical utilization of resources and the ecological environment protection mechanism"In this context, this article selects to research the resource constraints in the transformation of the pattern of China’s economic development, using the method of combining normative analysis with statistical analysis and the theoretical, based on the economic development theory, resource and environmental economics theory, microeconomics theory, property rights theory as the theoretical basis, to study the resource constraints in the transformation of the pattern of China’s economic development and the way to alleviate the resource constraints. In this paper, we research the resource constraints from three aspects. The first one is the situation analysis, the problem of the resource constraints which our country is facing with mainly show as: the shortages of domestic leading resources, the extensive utilization pattern of resources, the high demand of resources and the imbalance of resources’ supply and demand. The second one is the genetic analysis, this paper argues that the cause of resource constraints in the economic development of our country is the un-perfect resources property rights system, the imbalance of industry structure, and lack of government management and corporate responsibility. The third one is the impact analysis, resource constraints threat China’s economic security, exacerbating the economic imbalances. Then based on the solow model, bringing renewable resources and non-renewable resources into the model, using the numerical simulation method, we construct the resource constraints model, and have the model conclusion: the technological progress and the regeneration of renewable resources will help ease the resource constraints; the consumption of non-renewable resources and renewable resources, population growth will intensify resource constraints; industrial structure is an important factor to affect economic development and resource constraints.
