This paper is the macro environment of classified reform in economic globalization and domestic institutions, micro background and legal metrology institutions with legal obligations and market demand to seek development, in practice, in order to change only the assessment of single supervision mode, in order to science, regulation and supervision, the rational allocation of resources, the organization of the legal measurement technology of classification needs.This paper consists of four parts:the first part, explain the purpose and significance of research background, topic generation mechanism of legal metrology technology classification. The second part, carried on the analysis to the legal measurement technology institutions classification status, problems and causes. The third part, research on grading AHP, based on entropy weight method, in order to overcome the subjective factors of influence on the classification results of the expert consultation, this paper uses the information entropy theory, reduce the influence of subjective evaluation on grading evaluation results; for the multi-level index, simplification, hierarchical, organized by AHP, give quantitative description of qualitative index. Every evaluation index selection is objective, reasonable, can quantitatively describe. In this paper, classification in the Legal Institute of Metrology assessment work, to achieve 0 breakthrough, at the same time grading evaluation ideas were also innovative, breakthrough the traditional subjective scoring method, learn from each other based on the traditional scoring method combined with the AHP, the entropy weight method, the optimization model, grading process, improve the reliability of the conclusion grading evaluation.
