With the rapid development of economy and increased domestic demand, the circulation field is drove rapid development by the need of quickly responding to customers and occupying the market. In addition, the enterprises in order to pool the resources to develop core business, they tend to outsource the non-core business to the special TPL enterprises. At the same time, the state paid a great deal of attention to the development of TPL industry and given a lot of support to them. All of these lead to a highly increasing of the number of TPL enterprises. However, there is a huge gape in comprehensive strength and the level of service between different TPL enterprises. Thus, how to choose satisfying logistics partners has become an important topic for many scholars and practical workers.At present, most of scholars are getting down to research the option of TPL enterprises just based on the single index. While with the constant improvement of the index system, this is seriously taking it way out of context, and then it affects the scientificity and rationality of the results. So, building a set of relatively perfect index and selecting the corresponding type of values have become an issue that most of enterprises need to be addressed urgently.Firstly, this paper expounds the third-party logistics enterprises’current situation and analyzes the necessity of building the selecting models with non-homogeneous information. Secondly, using economics and management, this paper explores the evaluation models and methods by reading the relative experience of domestic and foreign research results, and then explores a set of index system that suits our country, at the same time, confirms the type of values according to the practical situation. Thirdly, this paper chooses the order ratio method to determine the index weight after comparing other methods. Meanwhile, considering the time factor on the third-party logistics enterprises’fast growth, and then, this paper constructs the fuzzy multi-attribute group decision making model with multi-granularity and non-homogenous information. Finally, this paper selects the MD corp. tender to select the third party logistics enterprise partner as an example and uses the selecting model with non-homogeneous information built for the ranking of third-party logistics enterprises. In order to verify the validity and practicability of the optimal model, some further stability analysis is conducted to analyze the stability of the optimized results of stability and index weights on the optimization results. Also, this paper provides some appropriate recommendations with MD for how to choose the third party logistics partners.
