China’s economy after entering the era of industrialization has been developing rapidly and cause more and more rural population in large quantities into the city so that the regional population growth. Since the housing reform,great changes have taken place in China’s housing market, housing prices show rapid growth momentum, but the urban citizens living at present income levels increase, far behind the city house price growth, resulting in many low-income families with housing difficulties exist, seriously affected the social stability of our country and further economic development. So, the central government has introduced a series of related to city low-income housing security policy to solve this problem.Along with the sustained and rapid growth of housing prices, regional policies related to national for the real estate industry regulation and control policy, our country has come out, in order to ensure that the housing problems of low-income groups have launched affordable housing, commercial housing prices, low rent housing and public rental housing and affordable housing policy.But at present, China’s housing security construction of the overall situation is not optimistic, there are many problems in need of all levels of government and relevant units to participate in the construction of common addressing.According to the 12 th Five Year Plan period the development of China’s central government has launched a "planning outline" clearly indicate the "Twelfth Five Year" the Chinese government will complete the construction of security housing 36000000 sets, 2011, Beijing City Hall in order to increase the protection of housing supply, each county and its suburban metro preparation for the conditions, operating plan listed land changed to affordable housing land,encourage the outer suburb district launched pointing directly to the special plots of affordable housing, and policies to encourage state-owned enterprises own land for the construction of affordable housing. Moreover, in the capital function core resources introduce corresponding plots, such as education, medical treatment, to broaden the affordable housing land supply channels. In 2013,Beijing City Hall in order to solve the application does not meet the security conditions of low-income "sandwich layer" housing to families, launched home-based commercial housing policy. And put forward, the use of units in Beijing’s own land, construction meet the self home-based commercial housing and improve the living demand.State owned enterprises own land to build affordable housing facing many problems: funding and financing problem, land acquisition problems, the development of cost accounting and the construction of risk problem, and the late property management etc.. And security related construction projects of housing, but also because of their own reasons, there are many difficult to solve the problem, for example by the central government and the local governments clear "designated planning" under the "designated price", and the relative fixed source that low-income families, and investment and long period of the development cycle of the larger, this caused the most fundamental characteristics that is "scanty profit space", and these conditions exist decided to build affordable housing investment and development, completely is not equal to the general real estate project development. So, in the early development of good planning, research related to market, cost, financing, sales and risk situation and so on, this is the real estate enterprise whether to participate in the construction of affordable housing investment decision, has a great influence.To sum up, to the government, to actively explore the establishment of legal regulation system to solve the mutual coordination and control problems of land use policy and other regulatory policies, but also to the formulation and implementation of laws and regulations to speed up the matching of the state-owned enterprises, to solve its own land to build affordable housing in the city construction land play an effective supplementary role. State owned enterprises, to the feasibility of in-depth study of its land listing policy, not only set a reasonable way to make an inventory of idle assets, economic indicators to generate sufficient profits to meet the development of enterprises, but also realize the state-owned enterprises of China’s socialist economy as the main part of social benefit.
