In China, as results of various reforms in the rural management system(RMS), the rural productive forces have being emancipated, and remarkable development of primary industry has been achieved. However, there are still many problems. With the deepening of China’s market economy development, the gaps between agriculture and the other two industries are widening, the urban-rural dual structure(especially in the less-developed areas) are continuously emerging, the urban-rural income gap is gradually widening, and the marginal benefit of agricultural production trends to fall. All these problems exposes dire need for more reforms in the existing RMS. Currently, considering different classification criteria, it is hard to define RMS or analyze its orientation content. Land, which is the most important production factor, is unable to release its vitality due to a backward property right system. And worse still, there are other issues in addition to it, becoming collective constraints for the current RMS. For instance, underdevelopment of the agricultural production and operation organizations, single method of the main-scale operation, bureaucratization and highly organization of the existing cooperative organizations, the strong sense of "farmer identity", not "agricultural professional identity".In this paper, the concept of RMS is explained systematically through retrospective studies and contrastive analysis on the course of reforms in RMS domestically and internationally. At the same time, some issues, for instance, the system of family contract with the development of RMS, the lagging agricultural production and operation, the lack of management and efficiency of country and township governments, are revealed, gotten sorted and analyzed after analyzing the investigations in M Country, Gansu Province, from respective of governance theory, system innovation theory and the new public service theory. To address these concerns, or more precisely, to set up virtual cooperatives, to build up professional certification system, complementary system of public welfare and profit-making services for farmers, to speed up rural cooperative finance development, and to enrich the forms and systems of RMS constantly, the clarification of the further land ownership, the completing and perfecting of the rural land rights, registration, certification system, as well as the promotion of reforms in rural land system is proposed. Therefore, are provided the theoretical basis and policy measures for country and township governments to deal with the current troubles in RMS.
