Residents Of Farmers Policy To Resolve Real Dilemma And Choice

"Three agricultural problems" is an important issue that China has to face today,and its focus is on farmers.With more and more research on the problem of "three agriculture problems",the problem of peasant citizens has gained more attention than ever.It was decided at the Third Plenary Session of the 18th CPC Central Committee that to promote peasants citizenization through the transfer of agricultural population as a major task of the new urbanization strategy,put forward the goal that in 2020 there will be one hundred million of the population settled in the town.In recent years, the rapid development of urbanization in China, the rapid transfer of rural surplus labor force, the problem of farmers has become increasingly prominent.Under the background of the goal of new urbanization construction and the rise of the "beautiful countryside" movement,experts and scholars have made research on the farmers’citizen.They consider solving the problem of peasants citizenization is conducive to industrialization,urbanization construction,promote the urban and rural harmonious development.This paper as the main line of peasants citizenization,take the methods of literature, questionnaire, interview, case analysis, empirical analysis, statistical description and other research methods to study the peasants citizenization in Dehua, fujian. On the basis of consulting current events, reading and studying literature materials, to konw the background of the development of peasants citizenization.Through the study of the related concepts, theories and the research results of scholars at home and abroad, the focus and direction of the paper research is clear. First, this paper expounds the reasons, conditions and effects of the peasants citizenization from the macro level.It is pointed out that the internal power of the economy and the external thrust of the policy are the reasons for the development of peasants citizenization.This paper argues that the development of peasants citizenization is related closely to the development of agricultural modernization,the development level of the city and the farmers’ own willingness and ability.And it is beneficial to increase farmers’ income,optimize the farmers’lifestyle,realize urban and rural modernization.Secondly,through the questionnaire survey, interviews and other means to investigate the status of peasants citizenization in Dehua.From the perspectives of the level of income, social security, social participation, self identity, social acceptance, subjective intention, social environment,social culture.Use the method of empirical analysis, descriptive statistical analysis to analyse the Present situation of peasants citizenization, find out that the reality of farmers’ citizens is not optimistic.There is a dilemma in farmers’s own,institutional design and social aspects.Moreover, through the methods of case analysis, inductive analysis,draw lessons from Britain, the United States, Japan and South Korea to gain the experiences and enlightenment about peasants citizenization.Finally, on this basis, aim at the reality dilemma of peasants citizenization in Dehua,put forward Policy solution path:deepen the reform of the household registration system; improve the system of land rights protection; perfecting social security system; create a good employment environment; Optimize the education environment for farmers’ children; strengthening farmers’ social participation; promote the farmers’ modern lifestyle.
