Study On Empirical Research Of Preferential Agricultural Policy In Rural Reform And Development Of Liangzhou District In Wuwei

Liangzhou District government has thoroughly applied a series of strategic policies to be in support of agriculture and aid benefit peasants in recent years, which promote rural reform and development. These policies never plays a insignificant role in simulating development of rural regional economic and maintaining stability of society,and however, we have to clearly realize everything has two aspects, many and conflict and problem are unavoidable in the course of policy implementation, which have failed to reach expected goals of policy making powers. Many problems and conflicts are unavoidable in the course of policy implementation, which have failed to reach expected goals of policy making powers, and therefore it is essential to make deep reflection and research on preferential agricultural policy implementation. This paper discusses main contents of preferential agricultural policy, and its implementing modes, combined with the survey, policy implementing situation, necessity, realistic importance at present stage are reviewed. The paper discusses the problems of implementing preferential agricultural policy from implementing subjects, target group, policy itself and implementing resources. Then, on this basis, the better basic ideas. suggestions and countermeasures of preferential agricultural policy are presented from promoting implementing power of policy implementing subjects, increasing organization degree of target group, improving policy implementing mechanism and system, increasing feasibility and operability of preferential agricultural policy, optimizing policy implementing environment. It will serve rural reform and development better in Liangzhou District.
