Research On The Implementation Of Urban And Rural Residents Pension Insurance Policy Of Liangzhou Distrct

The policy of urban and rural resident’s pension insurance, which solve the pension problem, crack the urban-rural dual structure, and promote the integration of urban and rural development, improve the existing family relations, and is a strategic measure to achieve all-round development and realize a well-off society. With the implementation of the policy of urban and rural pension insurance, due to the regional, economic differences and the ploicy promotion, a series of problems emerge, which restrict the operation of the policy. This article takes the methods of literature sorting, empirical analysis, investigation and survey, combined with the collected data, analyzes the influence of unbalanced regional development to the implementation of urban and rural resident’s endowment insurance system. The article analyzes the causes and puts forward suggestions for improvement, in order to provide theoretical basis to improve the primary pension insurance work of Liangzhou District, and provide a reference for other areas as well. The study found that the farmers’ income inequality and greying increases pension burden, and the household registration system restricts pension insurance. At the same time, the level of Participating insurance is low, the incentive of the pension insurance is not strong, and the grade and payment subsidy setting is not reasonable, and it is difficult to transfer the insurance relationship, so that the attraction of the pension system is not enough to benefit more residents. At last, the article puts forward some countermeasures to the following recommendations.Firstly, the grovement should increase the local financial subsidies, and improve fundamental annuities to strengthen the policy incentive mechanism. the the urban-rural dual structure and the household registration should be broken, and allow farmers to enter other pension insurance system. it is necessary to establish and improve the responsibility system, and to strengthen propaganda, and encourage individual to pay the insurance premium flxiblely, to do a good job of pension insurance.Sceondly, Fourthly, the government should implement the personnel, funds, office facilities, and provide strong guarantee on the pension work. the multi-sectoral cooperation, information management and institutional constraints audit management should be established to prevent the premiums being drawn wrongly. unified national pension insurance ransferring system should be set up, so that the residents who participate in insurance can search and transfer their information, conveniently.
