Technology diffusion is the source of social benefits of technological innovation achieved. The economic benefits of a new technology are mainly from its diffusion. This paper reviewed on the domestic and international technology diffusion and patent licensing theory research status. From the perspective of patents, technology diffusion patents view is the diffusion of technology as a process of technological knowledge flow and spillover caused by the patent license. In the analysis of this paper, the patent is regarded as the representative of technology or knowledge. Through the patent license in this way, the technology can be applied in market promotion. Technology diffusion of patent licensing is essentially diffusion and dissemination of technical information. In recent years Microsoft of technology globalization layout, with the patent license, especially Android application is an important way in the world, fully demonstrated the patent licensing has become the technology diffusion.This paper based on the 2008-2013 SIPO patent licensing registration information as the sample data, using the analysis methods of patent statistics, quantitative analysis and qualitative analysis, and make full use of social network analysis and information visualization, respectively from the two dimensions of time and space of the status quo of China, quantitative description of technology diffusion; through patent licensing network directly demonstrate the characteristics of the patent license China. The study found that:in the existing patent licensing, patent license number is less, compared with the amount of patent application and patent authorization quantity. China’s patent license subject to individual and company based, individual is the primary source of patent technology output, the degree of participation of colleges and universities is relatively low, and enterprise plays a leading role on technology input. With the exclusive license based, common license less, cross license and sub-licensing is barely. Patent licensing time application from the date of the greater the more possibility of nearly license, patent licensing cumulative quantity curve approximation for the "S" curve. Most of the area between the licensing relationships is very loose, licensed frequency is relatively low and only a few areas of the licensing relationship more closely. In the regions of our country on the whole has established extensive technology diffusion relationship, but the cooperation intensity between each region there is a marked difference, after the license of relationship strength into account, found the technology diffusion intensity is low; limited range of technology diffusion; Guangdong, Jiangsu, Beijing and other provinces in an absolutely dominant position; existence high strength permits the relationship between Taiwan and the southeast coastal areas; each province there is a big difference in the range of technologies to bear on the role.Through the above analysis, we believe that the patent license exists the following problems:patent license form a single, exclusive license based; non service invention patent license for the majority, Research Institute of patent license number is less; license distribution patent of our country is not balanced, the overall decrease from east to West step by step situation; cross regional licensing relationship fragile, licensing strength needs to be improved. According to these problems, some countermeasures were put forward:the government should formulate and perfect the patent licensing policy, improve the evaluation of the patent technology standard. The industry should actively promote the establishment of a patent agency service system. Enterprises should actively build patent licensing platform, cooperation with scientific research institutes.
