It is a bold attempt to marine engineering construction projects in terms of heavy tender barge in China, which is, large scale, complex, and full of danger. Such a huge undertaking every aspect with more uncertainty, and the interaction between these factors linked, it risks should not be overlooked. If not prevented, prone to all kinds of accidents, not only brought about great economic losses would endanger the safety of workers. Today, with the development of China’s oil industry, offshore oil development has grown harder, got into engineering-related equipment requirements have become more sophisticated, types of risks encountered during the build process significantly restricts the implementation of works. Oil drilling project’s success or failure depends not only on advanced technology, strong funds also depends on the level of project management, risk management in particular. Drilling barges in order to prevent and control risk in construction projects, improving enterprises competitiveness in the international Chinese Ocean Engineering, selection of management theory analysis of a project of this type of risk factors and taking appropriate prevention and control measures is significant. But due to the complexity and randomness of drilling engineering project risk, qualitative analysis of its risk factors with great difficulty.This to drilling support barge built process in the of risk management for research object, to risk management, and project management, and marine engineering built, related basic theory for based, according to past marine project built experience analysis oil drilling support barge engineering features and run process in the may encountered of risk and the features, will its from economic risk, and technology risk, and design risk, and equipment is satisfied period risk and security risk is divided into five big class, various factors and fine is divided into several indicators. Using fuzzy mathematics comprehensive evaluation combined qualitative analysis and quantitative analysis method to construct a risk assessment model to determine level of risk indicators and calculate the overall risk level of the project. Finally, from the perspective of project risk management support for drilling barge project proposed targeted measures for prevention and control of risk factors.Drilling barge project’s risk level before and after risk protection measure utilized has been compared to prove the effectiveness of protection method, thus, providing theory support of shipbuilding. This paper analysis preparation and construction stages of drilling barge project’s risk protection, providing reference to similar ocean engineering projects’risk management with analysis mode, measure and conclusion.
