Study On The Pre-qualification Of The Open Tender Evaluation

With the rapid economic development of China,the situation of the weak infrastructure construction has become a major obstacle to economic development. In order to alleviate the shortage of funds of the national constuction, a variety of finacing methods should be bold to try. BOT approach is the essential one of the kinds. In China, approach to the use of BOT infrastructure construction has made a better social and economic benefits. In BOT project finacing, tender is an important aspect, tender being scientific or not relates to the project's quality, even the success or failure. So, studying on BOT tender is of great practical and theoretical significance.The study of BOT power plants open tender evaluation is the paper's object. On the basis of the collection and collation of related literature home and abroad.,by summing up the domestic construction of BOT power plants, based on technical and economic evaluation of the theory., on the basis of the expert advice and relevant references, combining with the characteristics of BOT power plants, this paper analyses several rounds of evaluation of system—related factors of BOT power plants, and build the index system of tender evaluation. Based on the existing decision—making theory and the index system have been buidlt. As an example of pre—qualification stage of BOT power plants open tender evaluation. AHP has been used to determine the weight of index. Finally based on the analysis of ambiguity of the tender selection unit and the uncertainties of the index data, this paper uses the fuzzy comprehensive evaluation method to evaluate tender units at the pre—qualification stage, and flat—out unqualified ones, so that the remaining ones go in the next round of evaluation.The author hopes that the study of BOT power plants open tender evaluation can provide references to the similar projects, in order to provide the basis for the decision—making of the government and investors.
