The Conflict Management Of Public Values In Urban Infrastructure Construction

Infrastructure to provide the corresponding to the society is the nature of public value, however, due to early decision on the "big and fast" as well as to the construction of the extreme pursuit of efficiency, the infrastructure projects in the process of from planning to implementation, originally compatible public value will be competing with each other and even conflicting, caused by the end of project construction, all kinds of contradictions and accident. Such as more than the city’s subway collapse, transit modify event in mass protests, new infrastructure projects frequent accidents and events such as frequent. It is in this context needs to reflect on the current infrastructure projects in China, due to infrastructure projects in the result of the competition and conflict among public values will lead to missing part and the overall imbalance of public values. So in order to enhance the overall public values of the infrastructure, it is necessary to research infrastructure multiple public value of reasonable balance method, and its corresponding management measures.In this paper, through literature research, inductive analysis and case studies, from the infrastructure project lifecycle analysis, combined with the Xiaoyao Bay infrastructure project case, different stages of the urban infrastructure projects in multiple public value and its conflict with each other, through the establishment of the public values of infrastructure projects evolution model and its dynamic conflict analysis, gives the basic countermeasures and suggestions for the proper balance. In order to more effectively to the public values of infrastructure project management to provide feasible scheme.In this paper, the main work can be summarized as follows:(1) Bulid the infrastructure project conflict evolution model of public value. Research perspective based on the project life cycle, and public value and public value conflict types such as theory, establishing the infrastructure project conflict evolution model of public value.(2)Based on public value conflict evolution regularity in the infrastructure project analysis model research. By Xiaoyao Bay bay transportation, water treatment and energy in different stages of the planning process and the development of the situation, combined with the established public value conflict evolution analysis model.(3)Optimize public value in a infrastructure project conflict management countermeasures. In view of the appeared status in the process of infrastructure project construction about the conflict and the lost of the public value, according to if public value has its specific subject or not, we divide the problem into two aspects proposed some management countermeasures and suggestions.
