In the construction of infrastructure projects,the government as the agent of citizens,in theory,its interests should be consistent with the interests of citizens.However,in practice,due to the multidimensional characteristics of government interest demands,as well as the increasingly diversified and differentiated interests of citizens,there are differences and even conflicts between the two sides.Dedicated to this,in order to clarify the coordination relationship between the two sides of the interest demands of infrastructure projects,and then provide a theoretical basis for further cooperation between citizens and governments in project construction,this study takes the identification and extraction of the interest demands of citizens and governments in the whole life cycle of infrastructure projects and the judgment and analysis of the coordination degree of the interest demands of both sides as the specific problems.Firstly,using the methods of literature sketch,text analysis and coding analysis to identify the initial elements of citizen and government interest demands in each stage of infrastructure projects,a total of 31 initial elements of citizen interest demands in the planning stage,19 initial elements of citizen interest demands in the design stage,14 initial elements of citizen interest demands in the implementation stage and 31 initial elements of citizen interest demands in the operation stage are identified.and 38 initial elements of government interest demands in the planning stage,29 initial elements of government interest demand in the design stage,39 initial elements of government interest demand in the implementation stage,and 30 initial elements of government interest demand in the operation stage.Then,the system clustering method is used to reduce the dimension and demultiplex linearization of the identified list of government and citizen interest claims to eliminate the duplication or implication of the claim elements.Finally,45 appeals for citizens ’ interests are extracted,of which 11 are included in the planning stage to meet the convenience of citizens ’ lives and entertainment needs,and the allocation of space balance.There are 10 items in the design stage,including intelligent design,design concept and technology advancing with the times.There are 10 items in the implementation stage,including construction does not affect residents ’ lives,construction does not destroy the ecological environment;there are 14 items in the operation stage,including the production operation does not destroy the surrounding environment,benign information interaction environment,etc.At the same time,57 government interest appeals are extracted,of which 14 are included in the planning stage,including improving the quality of infrastructure supply,improving resources and capital utilization efficiency.The design stage includes 13 items,which are designed strictly according to the national standard,guaranteed the project benefit maximization,and persisted;there are 19 items in the implementation stage,including reliable engineering quality and reducing pollution to the ecological environment;there are 11 items in the operation stage,including driving local development and providing highquality services.Finally,the Delphi method is used to score the coordination degree between the interests of citizens and the government in each stage of the extracted infrastructure project construction,and the coordination relationship between the interests of both parties is judged and analyzed according to the final score results.Finally,there are 8conflict points between citizens and government interests in infrastructure projects,including 3 in planning stage,2 in design stage,1 in implementation stage and 2 in operation stage.There are 69 differences in interest demands,including 24 in planning stage,17 in design stage,11 in implementation stage and 17 in operation stage.There are 427 points of interest harmony,86 in planning stage,87 in design stage,128 in implementation stage and 126 in operation stage.There are 25 consensus points of interest demands,including 6 in planning stage,7 in design stage,6 in implementation stage and 6 in operation stage.The results show that,firstly,the government ’ s interest demands in infrastructure projects are more and more complex than citizens ’ interest demands;second,in the whole life cycle of infrastructure projects,the interests of citizens and the government are relatively harmonious,but there are still some differences and a few conflicts;third,the differences and conflicts between citizens and government interests in the project planning stage are significantly more than other stages of project construction;fourth,there is little consensus between citizens and governments in infrastructure projects.
