Sustainable development is one of the main theme of today’s social developmentas well as the product of our deeply reflection toward the traditional economydevelopment.Studying the whole life cycle sustainability in public projects is animportant practice for the implementation of the scientific development andsustainable development. Meanwhile, it is also every citizen’s responsibility andobligation in the new social-economic environment. This dissertation mainly analyzesand studies the attribution of liability of public projects’ sustainability in the wholelife cycle in order to provide a theoretical basis and practical help for the sustainabledevelopment of specific construction projects.Firstly, according to the characteristics of public projects, the dissertationprovides the connotation of public projects’ sustainable development and depicts themeaning and principle of liability attribution in the view of whole life cycle based onthe theory of sustainable development.Secondly, from a perspective of statutory responsibility and Ecology, the thesisanalyzes the special properties of the public projects’ whole life cycle responsibilityattribution, introduces a sustainable evaluation index system, combines it with thedivision of whole life cycle, and then establishes an index system to evaluate thewhole life cycle of public projects.Finally, the dissertation analyzes the interaction among various indicators in theindex system and draws a causal feedback figure. Further, it analyzes these indicatorsby analytic hierarchy process on the basis of index system,calculates the contributionof each index to sustainable development of public projects, determines theattribution of responsibility and finally aims to provide a theoretical basis for thesustainable development of public projects.
