In recent years,with the rapid increase in the economic strength of our country and the accelerating process of urbanization,the existing urban infrastructure projects are far from meeting the development needs of the national economy.At the same time,the issue of inefficiency,high input,and high resource consumption in the construction of urban infrastructure by government agencies has evolved into a global issue.The PPP model effectively combines the government's policy support capabilities with the relatively abundant funds of the private sector,advanced management concepts,and rich management experience.At present,it has been applied in the field of urban infrastructure construction in China.As the urban infrastructure PPP project has a long period of time,involves a wide range,a huge capital investment,the relationship between obligations and rights is complex,there are many risk factors,the risk is huge,etc.The risk issues it has faced have been a focus of common concern for all participants in the project.This paper takes the life cycle risk management of urban infrastructure PPP project as the starting point of the study,and analyzes the series of risk factors life cycle of the five phases of the urban infrastructure PPP project from the preparation phase,tender phase,financing phase,construction phase,and operation and maintenance phase.A risk assessment index system for urban infrastructure PPP projects based on life cycle is constructed.Firstly,the background of the topic and the significance of the research are introduced.Then the research status of the PPP model at home and abroad is summarized.After that,the definition and characteristics of the PPP model and related theoretical basis are introduced.Secondly,using the life cycle theory to construct a life cycle risk indicator system for urban infrastructure PPP projects,and using the combination of FAHP and Bayesian networks to evaluate the risk of life cycle.Use the membership function to determine the risk level of each stage and life cycle,and propose corresponding countermeasures according to the risk level.Thirdly,use the game theory to divide the life cycle risk of PPP projects into shared risk and non-shared risks.For shared risk,use the theory of utility and Lagrange function to calculate the proportion of risk sharing between the government and the private sector.Finally,taking the PPP project of a waste incineration power plant in Shenyang as an example,perform empirical verification of the life cycle risk management model of PPP projects.And summarize the conclusions of this study.The research of this thesis is not only a theoretical supplement to the existing risk management problems,but also provides the participants with the application of the PPP model in China's urban infrastructure projects to effectively avoid and share risks.
