As one of a primary method for the underground space pipeline intensive management,the city's utility tunnels construction have effectually solved the problem for "the road zipper" in the process of traditional buried pipelines expansion,updating and maintenance.Because of the technology of the city's utility tunnels construction is complex,and the one-off investment is huge,the governments themselves are always lack of sufficient capital,technology and management experience,governments can not undertake the responsibilities and operation of the construction project alone.Therefore,since 2015,the State Council promulgated a series of PPP model with the advance of China's infrastructure construction and public service measures and regulations,and the delineation of the 10 pilot cities to carry out the city's utility tunnels construction PPP project,including Baotou Beiliang utility tunnels construction project.At present,the city's utility tunnels construction PPP projects are still at an initial stage,comparing with developed counties and regions,such as western counties and Japan,which prior develop the city's utility tunnels construction,our country is obviously lack of theoretical basis and practical experience,especially the risk allocation during project life cycle.In the theoretical basis of risk allocation of PPP projects,this paper analysis the stakeholders and potential risks at different stages of Baotou Beiliang utility tunnels construction project,strive to establish a kind of fair and reasonable risk allocation mechanism,and according to the principle of risk allocation,providing countermeasures and guidance for the risk allocation of the project.This paper summarized the preliminary risk list applicable to the project,with extensive literature reading and case study,and project actual situation.For preliminary risk list,this paper firstly screened the key risk factors by Delphy investigation method,and then preliminarily divided them into single subject risk factors and non-single subject risk factors.Secondly using the fuzzy comprehensive evaluation method evaluating the key risk factors,and to determine the proportion of the risk factors shared by both the public and private sectors.Finally,this paper proposed the safeguard measures to risk allocation from the three aspects of system,organization and contract.
