A Research On Construction Waste Water Transport Management Of Guangzhou City

With the rapid development of urbanization, new and demolition engineering appear in the construction industry constantly, many countries in the world regard the transfer and handle of waste as a breakthrough for the development of urbanization, Guangzhou as the super-large city is facing similar challenges in the development of transition. Because the water transport management level of construction waste directly affects the water environment whether can be controlled effectively, also is the important premise whether we can realize the goal to recycle waste. Efficient waste transportation management system not only can remove waste effectively, reduce the pressure on the urban space, improve the living condition of urban-residents, but also is an important guarantee to construct civilized city and realize green production. We need to follow the pace of the new type of urbanization development, strengthen the optimization of construction waste water transport management, take the effective treatment on waste for further study, bringecological environment construction concept on the track of healthy development.The thesis introduces some concepts about new public management firstly, including public service socialization and diversification, governance theory and so on, also made clear the concept, types and composition of waste what we want to study. This lays a solid foundation for us to distribute the main body role of Guangzhou city of construction waste water transport management and to establish a new mode in the future.Then we take advantage of reading literature and field investigation to master the current situation of Guangzhou construction waste water transport management, to find out the existing problems and also do the analysis of the reason in detail. At the same time, the existing laws and regulations and economic policies are studied. Finding that the laws and regulations are formulated with many loopholes, the economic policies carry little incentive effect. Consulting domestic and foreign relevant aspects of the results, we find out the effective new way for Guangzhou waste transfer, such as the strengthening of laws of dangerous goods in the construction waste. From the perspective of changing ship form, we can use container instead of bulk carrier to reduce waste to drop out; Standing in the point about maintenance of national interests and the difficulties to realize reduction and recycling of themselves, we can change the transfer to foreign countries instead of the surrounding cities.Finally combining new urbanization development goals and needs for the construction of ecological civilization, we can build the new model of construction waste water transport management again. Studies have shown that both from the role of main body and the division of functions and rights, or the arrangement of transportation management link, the model can not only mobilizes the public to take part in the waste management actively and efficiently, but also benefits the construction of a service-oriented government. Based on this, we put forward the countermeasures and suggestions to perfect the construction waste water transport management, which offer some help for construction waste water transport development.
