With economic globalization and world economic integration developing deeply, all companies are facing the living environment including increasingly complexity and increasingly fierce competition. So working out human resources strategy fitting for own development is very important to deal with the challenges and foreign competition. But in our country, state-owned enterprises including power companies rarely do human resource strategic decisions by applying scientific, effective and complete mathematical models in management practice.In this paper, after discussing human resource management model operability, practical problems were analyzed and solved in order to establish a theoretical basis for a new human resources management strategy.On the basis of expounding the article’s background, purpose and meaning, researching ideas and methods, learning from the research results at home and abroad, This paper put the current situation of the human resources strategy management for the study of the background, analyzed the current strategy for human resource management approach, and discussed the integrated decision-making model by grey theory of human resource management strategy. Then the human resources strategic decision-making problems of J corporate that is one of the domestic power business was solved by integrated decision-making model. Finally, according to the decision-making results, the implementation for human resources strategy was put forward.
