Research On The Tax Service Of Dalian Local Taxation

In recent years, the state introduced a number of policies to promote tax services, which promote the further development of our country’s tax services. The tax services of Dalian Local Taxation Bureau has achieved rapid development, but there are still some problems and deficiencies. Therefore, it is necessary to analyze the deficiencies of Dalian Local Taxation’s tax services, explore the policy to improve the tax services, thus promoting further improve the tax services.Base on the new public management theory and strategic management theory of public sector, we use some methods such as comparative analysis to analysis the current situation and lack of the Dalian Local Taxation’s tax services, learn from the advanced experience of other areas’ tax services, and make suggestions to improve the tax services of Dalian Local Taxation. This paper is divided into five sections:Chapter One, Introduction. In this part, we describe the background and significance of our research, analysis the research situation of tax services, and introduce the research methods and ideas.Chapter Two, Concepts and Theoretical basis. The main concept of this paper involved in the definition of the tax services, tax services concept, the concept of the tax service requirements; and describes the theoretical basis of this study, including the new public management theory, strategic management theory of the public sector.Chapter Three, the current situation of Dalian Local Taxation’s tax services. We introduce the basic concept of the main initiatives, analyze the deficiencies of Dalian Local Taxation’s tax services, and analyze the reasons of the deficiencies.Chapter Four, the useful experience of domestic and international local taxation. Introduce useful experience of domestic and international tax services and local taxation, in order to provide for the lack of improvement in Dalian Local Taxation Tax Service for reference Improvement.Chapter Five, the countermeasures to improve the tax services of Dalian Local Taxation. According to the status and lack of Dalian Local Taxation Tax Service, and learn from other parts of the Local Taxation Tax Service of the advanced experience from perfect laws and regulations, improve the tax service organization system, improve the means of tax services, tax services platform to deepen, establish a sound system of supervision and assessment of the tax service, the use of intermediaries to provide tax services and other six areas proposed to improve Dalian Local Taxation tax Service’s suggestions.
