There are many spatial differences between Chinese rare earth industrial layout and the distribution of rare earth resources, studying the layout characteristics of rare earth industry and exploring the mechanism of rare earth Industrial agglomeration are conducive to providing theoretical supports for promoting the sound development of rare earth industry agglomeration and improving its spatial layout.In this paper, we make use of the rare earth industry as the research object. First, we measure the E-G index of Chinese rare earth industry from 1978 to 2010, and divide the Chinese rare earth industry into three development stages. Then we use GIS software to draw out the geographical distribution of the rare earth enterprises in different stages, finding out rare earth enterprises of china tend to form agglomeration in the resource-rich area Inner Mongolia and the technology-superiority area the Yangtze River Delta region, but the levels of agglomeration is low; Between 1995 and 2004, the distribution of newly established enterprises are dispersed; After 2005, the distribution of rare earth enterprises return to gather in Inner Mongolia and the Yangtze River Delta region, and the levels of agglomeration is high. Then through reviewing and observing the course of Chinese rare earth industry developmental history and reality, we pose four factors which affect the layout of Chinese rare earth industry. After that, we make use of Oaxaca and Brown decomposition to develop an empirical analysis about various factors, and further divide these factors into the "location" factors and the "regional characteristics" factors. Finally we find the main factors which affect the layout of the rare earth industry is the "regional characteristics", and technical level makes a greater impact.
