At present, a total of 592 state-level poverty-stricken counties, where 31 located in Inner Mongolia, Inner Mongolia, accounting for 30.7% of the total county-level administrative divisions. Since the reform and opening up, Inner Mongolia, the flow, the positive response of the national implementation of the western development, central China and other strategic decisions, help the region’s great cause of poverty alleviation and development, and achieved initial results. But failed to change from Inner Mongolia to keep underdeveloped regional situation, the development gap between regions is still expanding, especially in disadvantaged areas there are still many problems in terms of economic development, infrastructure, environment, etc., need to resolve the government and society. Guyang as regional level poverty counties, faced with geographical isolation, harsh natural environment, poor infrastructure, irrational industrial structure, financial difficulties and other difficulties, which is the prominent feature of all poor counties in Inner Mongolia have in common.This paper will Guyang, for example the use of public management knowledge, in order to see the great small study from the following parts of Inner Mongolia, poverty alleviation and development in rural and pastoral governance. First, the analysis of the background and significance of the current poverty alleviation and development, analyzed and summarized the development of poverty at home and abroad about the theory, combined with the actual research to further clarify the content and methods, and is described on innovation and shortcomings of the article. For poverty-related concepts, theories briefly. Secondly, the course and the effectiveness of poverty alleviation and development in Inner Mongolia rural and pastoral governance briefly summarized. Third, A Case Study of Poverty Alleviation and Development Guyang governance-related issues, and to analyze the reasons for problems. Fourth, the proposed policy to improve the protection of different sectors to promote and guide the community participation, mobilization of poor households participation suggestions.
