Research On Poverty Alleviation Mechanism Of Urban And Rural Development In Qingdao West Coast New Area

Since the reform and opening up,China's market economic system has continued to develop,and the gap between the rich and the poor has continued to expand.The poverty alleviation work in rural areas has gradually become a top priority in China's national economy,advancing precision poverty alleviation,and dedicating itself to achieving poverty alleviation.At the same time,urban poverty in our country is also constantly occurring.Urban poverty has become a key issue that cannot be ignored in the current poverty alleviation work.The imbalance between urban and rural development is also aggravating.To solve the problem of urban and rural poverty in our country,the coordinated development of urban and rural economies is realized.To drive poverty-stricken areas out of poverty,Shandong Province began to promote urban and rural poverty alleviation,that is,while adhering to the poverty alleviation work in rural areas,it was necessary to co-ordinate urban and rural areas to manage poverty,and to make urban and rural poverty be treated simultaneously.In this context,Shandong Province pays close attention to the inter-regional poverty problem between urban and rural areas and regards coordinating urban and rural resources as a core means of comprehensively managing poverty.Under the leadership of the provincial government,various cities and Areas in Shandong Province have begun to promote urban and rural poverty alleviation efforts.Some cities have already achieved poverty alleviation in rural areas before 2017 and have carried out a large number of beneficial attempts in the overall urban and rural poverty alleviation work.This article takes the urban and rural poverty alleviation in the West Coast N ew Area(Huangdao District)of Qingdao as the main research content to carry out relevant research,and takes the efficiency of constructing and perfecting the urban and rural integrated poverty alleviation management mechanism and guaranteeing the overall urban and rural poverty alleviation work as the main research content.Based on the premise of relevant governance theory,overall planning theory and poverty theory,relevant theories are analyzed to arrive at the concrete realization conditions for urban and rural integrated poverty alleviation governance,in order to build a theoretical model for the urban and rural integrated poverty alleviation governance mechanism.Combined with the relevant principles and theories,it can be found that the overall theoretical framework of the urban and rural poverty alleviation governance mechanism can be divided into four analysis perspectives: the perspective of the subject-object coordination,the urban-rural integration perspective,the project evaluation perspective,and the responsibility supervision perspective.Based on this analysis framework,the paper takes the implementation of concrete urban and rural poverty alleviation work in the West Coast New Area of Qingdao City as the main case analysis content,uses literature analysis methods and case study methods,and obtains relevant research data through field investigation and research,etc.,and obtains coordination from the subject and the object.Levels,urban-rural level,project evaluation level,and responsibility supervision level find four issues in the West Coast New Area to establish a comprehensive urban and rural poverty alleviation governance mechanism,and carry out the analysis of the reasons.Based on the relevant theory of poverty alleviation research and the analysis of investigation and research,this paper finds out the practical problems and main reasons for the implementation of urban and rural poverty alleviation work in the West Coast New Area of Qingdao City,and concludes that the governance mechanism for urban and rural integrated poverty alleviation research is proposed and related countermeasures.
