Research On The Sustainable Poverty Alleviation In The Rural Area Of Jilin Province

For a long time,the problem of poverty in rural areas is the biggest problem in the hearts of the party and the people.After foundation of new China,we have been working on the rural poverty governance and never give up.Through unremitting efforts,poverty reduction work has achieved good results and the poor population in rural country has been substantially reduced.Since then,China’s rural poverty has entered a crucial period.The characteristics of the rural poverty in this period are: the poverty level is very high,living in areas with poor ecological environment and the causes of poverty are complex and diverse.During the three decades of the Reform and Opening-up,the rural poverty population in Jilin province has gone down,the living conditions of the people have been improved accordingly,but new problems have been exposed.General secretary Xi Jinping put forward the goal of poverty alleviation to bring about a new challenge to the rural poverty control project in our province.Since the beginning of 2011,the work of rural poverty governance in Jilin has entered a crucial period.In the new stage,the poverty in rural areas of Jilin province show new main feature.The poverty due to illness,caused by the border village,poor agricultural production conditions and so on.And the reasons causing these problems include:first one is the natural conditions,there are a lot of disasters in poor rural areas;second one is that in poor rural areas the population has the low quality;third one is the simple economic structure and the low speed of economic growth;fourth one is the supervision and management of poverty alleviation policy implementation is not in place,the low efficiency of policies.All of these restrict the development of rural poor areas in Jilin province.In this paper,through the research on the current situation of poverty at home and abroad,the author wants to explain the relevant concepts of poverty and povertyalleviation theory of each school.This thesis adopts the methods of horizontal and vertical comparison analysis to research the level of economic and social development between national average with Jilin’s average.This paper describes the current situation of rural poverty in Jilin from the perspective of agricultural development and social livelihood and points out the mainly factors of poverty in rural areas in Jilin province.After that,this paper perspective respectively combed Jilin province rural poverty alleviation and development process on the macro and then summarizes the governance of rural poverty in Jilin province at the present stage of the achievements on the micro.Afterwards this paper analysis the sustainable poverty alleviation in Zhenlai county.The main innovation of this paper is to combine the theory of poverty reduction between Chinese characteristics with the western poverty reduction theoryreflecting in the China characteristics of poverty reduction theory,pay more attention to the adjustment of the micro parts,roll out of poverty cannot get close to the government and all sectors of society support,getting rid of poverty is the poverty of their own thing.To achieve a self circulation of sustainable development,with the help of the national policy,short-term effect and attention out of poverty,but also pay attention to long-term investment out of poverty,the rural poor population culture itself out of poverty.In the future,even if there is no policy support,this group also can walk in poverty on the road to get rich.In short,concerning about the poverty problem in rural areas and solving the problem of rural poverty is the inevitable process of the rural poor population to get rid of poverty.Also it is an important measure to build a socialist harmonious society,to achieve the great rejuvenation of the Chinese nation.
