After the subprime crisis, countries adjust their economic and industrial policy, after several years, the world science and technology revolution and industry enter a new high tide. Experts think, industrial robot will bring great change to manufacturing pattern and begin the third industrial revolution. As the leader in the equipment manufacturing industry, Germany proposes the "Industry 4.0" plan, which is based on industrial robot and intelligent manufacturing. China follow the step of the world, to speed up the layout of industrial robots, many places have proposed to build the industrial robot cluster. However, the formation of the industrial robot cluster is affected by multi complex factors. In order to promote the industrial development speed and quality, we must understand the dynamic factors behind it. Therefore, this study chooses Tianjin industrial robot cluster as the research object, recognition its influence factors, and construct its formation mechanism, to provide reference for the other places.First of all, this study makes a literature review about the industrial clusters theory, the influence factors of the formation, the agglomeration level, the definition of industrial robot and the stages of industrial robot development. Secondly, this study uses detail data to describe the current development of industrial robot in the world and the layout of industrial robot industry in China. Thirdly, this study analyzes the layout and industrial structure of Tianjin industrial robot industry, then uses Pajek to make a social network and uses location quotient to calculate the agglomeration level. Finally, this study uses fuzzy Delphi method to recognize the influence factors of the formation, constructs the framework model, then uses the model to analyze the formation mechanism of Tianjin industrial robot cluster, in order to provide references for the other places which want to develop the industrial robot cluster.
