The key to solve the recycling dilemma of waste electrical and electronic equipment(WEEE) is to establish an efficient, convenient and inexpensive recycling mode and platform. With rapid development of information technology, Internet technology and logistics distribution system, Internet and e-commerce has been fully integrated into social life and WEEE recycling platform has constantly emerged under various environmental policy constraints and technical support. It breaks the temporal and spatial barriers and effectively reduces the search cost and transaction cost, builds a bridge between consumers, recyclers and normal processing enterprises, and improves the enthusiasm of consumers to participate in recycling. Currently, the establishment of such a platform opens a new recycling channel of WEEE and is gradually accepted by the public, however, as a new mode, the operational processes, mechanisms and main body of responsibility etc of it still need to be improved. With regard to this, the optimize operational process and mechanism design of the mode of WEEE network recycling are studied in this thesis, and it will provide theoretical guidance for the effective and sustainable operation of this recycling mode. The main study contents are as follows:Firstly, research on e-waste recycling mode and mechanism at home and abroad is summarized. We learn some mature WEEE recycling experience from developed countries and regions, and point out the problems of China’s traditional mode and the importance of establishing an effective recycling channel combined with the analysis of three kinds of recycling modes under EPR system in China.Secondly, it studied the WEEE recycling mode based on Internet. there are two typical forms of network recycling mode, that is established by the processors and the third recycling. It had an analysis on the main structure of the network recycling platform, the operation system, the income and expenditure. Due to the actual trading lag of commodity in network recycling, regret behavior may appear among consumers, which increase the recycling cost, which has an influence to the business decisions.Thirdly, it explored the influence of consumer regret behavior to the manufacturer’s choice of online recycling mode, considering the manufacturer have built the processing center. By building a mathematical model and using game theory, we study optimal retail price and wholesale price of closed-loop supply chain, transfer price, recovery ratio, profit of each member and gross profit under the circumstances of manufacturer independent recycling, entrusted retailers and third-party recycler recycling respectively, besides, we use numerical example to validate the conclusions. It is shown that, when the retailer is commissioned by the manufacturer to recycle electronic waste, the system effect is the best, the consumer’s coefficient and other variables except wholesale price are negatively related, and the wholesale price is not affected by consumers’ regret behavior. It is also found that, if consumer’s coefficient is high, it may lead to disruption of the closed-loop supply chain. In order to guarantee intact of the WEEE in reverse supply chain, enterprises not only need to establish good relationship with consumers, but also need to improve the network recycling mode and operational mechanism. Finally, based on above research, it designed the relevant systems and mechanisms including the construction of external environment system of network recycling platform, self-development mechanism and the research of platform auxiliary safeguard mechanism. It provides a guidance for the sustainable and stable development of this mode, and provides a reference for our government to improve the recycling management system of WEEE.
