The rapid development of urbanization and industrialization gave birth to a special labor force—semi-urbanized migrant workers. Their livelihoods in urban environment with the development of urbanization continues to deteriorate. Semi-public services urbanization growing ranks of migrant workers, while the city has not synchronized, education, health care and other public resources shortage, semi-urbanized migrant workers is becoming increasingly difficult to live and work in the city. Coupled empty nesters, left-behind children, an aging population, the rural labor transfer and residents of rural social security issues consequent gradual highlights from multiple levels, livelihood status of migrant workers, ways to face many difficulties. The livelihoods of migrant workers not only related to agriculture, rural areas and farmers, but also to the industrialization and urbanization of healthy development, related to the harmony and stability of China’s economy and society.Sustainable Sustainable Livelihoods Analysis Model Based on the analytical framework, combined with transaction cost theory, economic theory, asset building theory, classical economics, the science of economics and poverty combine to build the livelihoods of semi-urbanized migrant workers. And based on the National Natural Science Foundation project "Urbanization northwest Shanxi sustainable livelihoods of farmers and non-farm agricultural land transfer", followed by the research group of Shuozhou Pinglu City, Moon City 2 City area of semi-urbanized migrant workers conducted a questionnaire survey. The survey investigated a total of 405 migrant workers, the survey includes basic information Shuozhou semi-urbanized migrant workers, employment, livelihood asset position, semi-urbanized migrant workers’ livelihood outcomes evaluation, and the use of questionnaires, interviews home, field research methods of data collection.With the help of the analysis in the sustainable livelihoods framework, a detailed analysis of semi-urbanized migrant workers Shuozhou livelihood assets, livelihood outcomes and other conditions and problems.The study found that China’s current system of household registration system and restricting land Shuozhou half of urbanization and sustainable livelihoods of migrant workers fundamental institutional factors. The insufficient number of livelihood assetsa and the low quality of semi-urbanized migrant workers in Shuozhou is the major issues. Finally, based on the institutional environment in Shuozhou and existing livelihood assets which is the missing, from the perspective of the proposed system and the livelihoods of livelihood assets countermeasures to solve the livelihood of semi-urbanized migrant workers to provide advice for reference.
