Issue About Influence On Livelihood Capital Of Migrant Worker Returnees

Under the surplus of the global production capacity and capital,China is faced with many difficulties as the largest financial capital country in the world,such as influence on export trade,manufacture depression and sluggish economic growth on the labor-intensive industry of job.In order to adapt to the transition of the global political economy situation,our country encourages young people to return their hometown and start up business.However,under the background of many population with little land in China,how to deal with migrant worker returnees apply for a job has been became a research focus in the academic circle.In June 2015,there has been a massive expansion of returning hometowns to start up business since the general office of the State Council proposed that migrant worker returnees who start up businesses should be taken as a "new driving force" to improve people's livelihood to adjust economic structure and promote social harmonious development,and the aim is to solve the problem of employment of migrant workers between the urban area and countryside by returning to start up businesses.The "No.1 document" issued by the central government in 2017 clearly stated that " migrant workers in cities should be supported to return hometowns to start up businesses,and drive the development of modern agriculture and new industries and new formats in rural areas".However,the academic circles generally hold that the employment environment of migrant worker returnees has low comprehensive quality,entrepreneurial environment,poor relation network and other problems that does not favor of its development.At this point,this paper raises the question: in such a background,how is the reality of living conditions on migrant worker returnees? Whether they choose to return their hometowns to start up businesses or work? Can they realize the livelihood sustainability and no longer be displaced between the urban area and countryside? How to better realize livelihood sustainability of migrant workers after returning hometowns and explore its structural factors is the focus of this paper.Based on this background,this paper will take migrant worker returnees in Songkou Town,Yongtai County as the research object,via the theory of sustainable livelihoods approach to analyze the livelihood capital of migrant worker returnees before and after returning hometown,and understand the livelihood capital of migrant worker returnees from the types and the model of livelihood through literature analysis,questionnaire method,semi-structured interview and case analysis in order to look for ways to the sustainable livelihoods of migrant worker returnees.
