Innovation-driven development strategy require development model of China’s economy to achieve as soon as possible from the factor-driven, investment-driven to innovation-driven transformation. It is a crucial stage of China’s economic development model to achieve the transformation from factor-driven to innovation-driven during the "Thirteen Five". The success of the transition, determine whether we can break through the bottleneck of their own development, within the external environment challenges, create new competitive advantages. Eighteen points out, innovation-driven economic growth is relying more on technological progress, improving the quality of workers, management innovation drive. It is possible to produce more powerful than the factor inputs driving force for economic growth, using innovative knowledge and technological transformation of physical capital to improve quality and innovators to manage innovation.In short, people pay more attention to innovation-driven computational efficiency and influencing factors. The number of patents as the amount of R & D capital is promoting the innovation drive efficiency more significant than R & D investment. However, it is no effective that the knowledge creation convert into technological innovation that the economic growth requires. In addition, the level of international trade and financial development can promote the absorption of foreign advanced technology. Citizen education level, spending on public education, the development level of urbanization and industrial structure adjustment is the main factor affecting the efficiency of the innovation-driven.
