The Way Of Jiangsu Agricultural Reclamation Driven By Innovation To Increase Grain Production And Efficiency:A Report From Yuntai Farm

The contradiction between people and land in China is prominent,and food security is the cornerstone of national security in a populous country.With the tightening constraints on soil and water resources,factors such as rising material and labor costs in grain production pose a threat to the stability of China’s grain production and supply.How to increase grain production and efficiency has always been an important topic in China’s food security research.As the backbone of national agricultural production,agricultural reclamation has been shouldering the strategic mission of ensuring national food security since its establishment.This study focuses on the development path of increasing grain production and efficiency in the Agricultural Reclamation Group.Taking the Yuntai Farm where the author once worked as an example,and as an insider of the Agricultural Reclamation Group,through field research,literature review,and case analysis methods,the main paths for state-owned farms to achieve grain production and quality improvement through innovation are observed and reflected on.The main research findings are as follows:(1)Guided by mobilizing the production enthusiasm of business entities,we will continue to reform the production system.By reviewing,organizing,and analyzing the historical archives of the development of Yuntai Farm and agricultural production related materials,the process of reforming the production and management system of state-owned farms in the agricultural reclamation system is divided into three stages:the production responsibility system(1952-1983)stage,the production contracting system(1984-2007)stage,and the modern company system(2008-present)stage.Among them,the main measures to stimulate the enthusiasm of production entities in the modern corporate operation system include:firstly,implementing a target assessment system consisting of three parts:phased work assessment,dynamic assessment,and year-end assessment.The second is to establish a quantitative scoring and salary assessment system centered on "mu efficiency".(2)Innovation management mechanism with the whole process control of grain quality as the core.Based on the analysis and analysis of online information combined with on-site research,it has been found that the main measures taken by Jiangsu Agricultural Reclamation to achieve grain quality and efficiency improvement are:firstly,to establish a control system for the entire grain industry chain,to macro regulate the agricultural production of subsidiary companies at the group level,and to achieve manageable,controllable,and traceable agricultural products throughout the entire process,and to control the quality and safety of agricultural products at the source.The second is to implement the"Five Unifications" system in agricultural production,fully leverage the advantages of state-owned farms in terms of organization and scale,achieve efficient management of agricultural resources,reduce agricultural production costs,and promote efficient grain production and quality improvement.(3)Grain production aims to carry out technological innovation on farms with the goal of saving costs and increasing efficiency.State owned farms have abundant arable land resources and are the main battlefield for implementing cutting-edge agricultural technology solutions.In the process of introducing,digesting,and absorbing efficient methods for high grain yield,Yuntai Farm focuses on localizing and transforming them.The main manifestations of the tracking technology innovation path around high yield,cost saving,and efficiency are:firstly,the integrated innovation of wheat planting forms the "Yuntai Model".Secondly,the adjustment of rice planting mode.Effectively reducing crop production costs and increasing crop yield and benefits.From the above,it can be seen that since its establishment,it has continuously carried out agricultural innovation practices from the aspects of production system,management mechanism,and technological application,exploring ways to achieve high yield,quality,and efficiency of grain production.Its reform and innovation path has important reference significance for other agricultural areas,especially for promoting agricultural management system reform in group reclamation areas.
