| Being the most important issue of people’s livelihood, housing is the ultimate goal of China’s housing reform. In recent years, with having realized the importance of indemnificatory housing in solving the housing problem, China pay more attention to indemnificatory housing. As we can see, with the establishment of indemnificatory housing system and the increase of indemnificatory housing construction, the coverage of housing security for urban residents has expanded gradually and a large number of indemnificatory houses have been built and put into use, significantly improving the housing market supply structure. Indemnificatory housing effectively deal with the concerns of low-income families, greatly improve the public welfare, and receive widespread acceptance from the whole society.As a typical resource-based city in central China, Huainan starts the construction of indemnificatory housing quite late. Owing to the growing of housing price, the low-income cannot be able to afford a house, thus making housing problem become social problem. Therefore, public rental housing, affordable housing and low rent housing come into construction. In 2010, Huainan became the first pilot cities to use housing provident fund loans to support the construction of indemnificatory housing, and twenty projects were funded by housing provident fund loans, alleviating the financial pressure effectively. But in the course of development, many issues came into being and weakened the effect of the policy, such as irrational development, lack of funds, untimely distribution, etc.This thesis first analyzes the relevant theories of housing security and discusses the several stages of the indemnificatory housing policy. And then based on the empirical research on the current situation of indemnificatory housing construction in Huainan City, it expounds the existing problems of the construction of indemnificatory housing due to unreasonable planning, imperfect management, poor implementation of access and exit mechanism and so on. Finally, it proposes several measures to improve the construction of indemnificatory housing in Huainan City, namely, promoting the construction of public rental housing to meet the diverse housing needs, reducing the cost of policy implementation by coordination, improving the satisfaction with indemnificatory housing construction by rational distribution, improving access and exit mechanism through strict management, and last but not least, ensuring the supply of funds by diversifying financing channel. |
