A Study On The Distribution Policy Of Indemnificatory Housing In China

Housing is an important livelihood problem. Resolving the problem of housing properly is related to people’s live and work in peace, and also is impacted on the stability and harmoniousness of the society. Since the reformation and opening up, China had carried out the housing monetization and marketization,and the living conditions of urban residents have been improved more significant than before the reformation.However, the conflict between the rapidly rising housing prices and slow growth of income is becoming acute in recent years, the housing difficulties become the biggest problems in the development of a harmonious society. To solve the housing problems for most low-income families, the government began to promote the construction of indemnificatory housing vigorously,and put forward the target of the twelfth "Five-year" plan, which includes building 36 million units of indemnificatory houses. There have been many problems in the distribution process with the large number of the indemnificatory housing construction, such as unfair distribution results, and even deceitful purchase and rental etc, which seriously undermined the credibility of the government.By analyzing the existing indemnificatory housing allocation policies, and successful experience at home and abroad, this paper tries to put forward conducive suggestions to improve the indemnificatory housing assignment.Specifically, this paper is made up of 5 parts. The first part is an introduction, and the background and significance of this topic are presented. Then, the relevant domestic and international academic researches are analyzed. Finally, the structure, main innovation and deficiency of this paper are briefly introduced. The second chapter introduces some basic concepts and theories about the distribution of indemnificatory housing. This part introduces three basic concepts:housing security, indemnificatory housing, the distribution policy of indemnificatory housing. The basic theories about indemnificatory housing allocation mechanism are also being elaborated. An analysis of the current situation of indemnificatory housing distribution policy in China is presented in the third chapter. In this part, our existing indemnificatory housing allocation system is analyzed from the macro and micro two aspects in detail. The experience and enlightenment of indemnificatory housing distribution at home and abroad is presented in chapter four. In chapter five, suggestions are put forward from the policies and regulations, organizations, as well as the specific content of the policy based on the previous analysis.
