Under the Environmental background of sustainable development in engineering construction, the Life Cycle Costing(LCC) technology is becoming to get more and more people’s concern and attention, and new business opportunities and challenges has been brought to the engineering consulting service industry which is the carrier of LCC technology implementation. Engineering cost consultation unit is the traditional providers of engineering economic consulting services market, is also the recognized main supply body of LCC consulting services. However, due to the contradiction between low efficiency, high cost, low quality of LCC consulting service features and the custom demand of construction project,leading to LCC consulting services have been given up by the both supply and demand sides in the construction engineering market, the booster utility of LCC consulting services for the sustainable development of construction project cannot be achieved. On this basis, from the angle of modular theory, this paper will introduce the modular method which has the value of improving service efficiency, reduce cost, high quality guarantee, into the LCC consulting services, exploring the modular path of LCC consulting services, studying the modular mechanism of LCC consulting service in construction project, in order to realize the mass customization of LCC consulting service, solving the realistic problems of LCC consulting service. In this paper, the main research contents include three aspects.Firstly, from analyzing the manufacturing product characteristics which is the difference between LCC consulting services and general professional services, pointed out that in the construction project environment, LCC consulting modular need to emphasize its service basic attributes, at the same time, also should pay attention to the class of non-contact service features embedded manufacturing attributes, that it possesses the attributes of the services and manufacturing. From the double attribute situation of LCC consulting service, with the goal of rapid and low cost, separate the calculation module of LCC consulting services; With the goal of high quality assurance, separate the service module of LCC consulting services, and gives the build path of solution to LCC consulting services of technical and economic contradictions module system.Secondly, on the basis of separating different attributes LCC consulting services into modules, under the established modular target, which based on the multi-objective programming theory, turn the custom needs of customers into the technical and economic constraints of module configuration, the mathematical optimization model of LCC consulting service module configuration are constructed; Considering the LCC situation technology development services which are the characteristics of the dual constraints, developed a practical simulated annealing algorithm based on double module(TMSAH), to optimize the configuration model solving process. Through the classic example of simulation andcomputer programming, verify the feasibility of configuration model and algorithm is practical, which proves that using the modular theory to solve the problem of LCC consulting service scale custom is rational.Finally, build the LCC consulting service modular platform architecture which applies to the double attribute of manufacture products and services on the basis of building model and configuration module system, using the percolation theory and ontology integration theory,put forward the solution of operation of the platform under different data resource state process and the solution of module integration under data heterogeneous. The results will make the large-scale application of LCC consulting in the field of construction project, and boost the sustainable development of the construction project.
