Research On The Life-cycle Cost Management Maturity Of The Construction Cost Consulting Company

With the increasingly fierce competition in the construction market, for the life-cycle cost management can bring benefits, it obtains the unprecedented attention. The number of the construction consulting company increases sharply and is large. Under this circumstance, it becomes important questions that how the out-standing construction cost consulting company offer service efficiently, how they evaluate their development status correctly. The maturity model is a tool developed for companies to find out problems. This model is widely used in the project management field and it can give the company ways that how they control and manage the working process.This study concludes the development status of construction cost consulting industry, the problems they are facing, and the characters of the classic project management maturity models by the literatures and related data. This study gives out the Construction Cost Consulting Company Life-Cycle Cost Management Maturity Model(which shortened form for C4-LCCM3) on the theoretical core of the life-cycle cost consultation. The model is constructed in two categories, which are project service and enterprise management. The form of the model is 2D in maturity level and the service and enterprise management. The maturity levels are divided into the initial, the standardized, the defined, the controlled and the optimized.And then the study proposes an evaluation index system of the C4-LCCM3 according to the tables used by enterprises. It contains goal layer, category layer, elements layer and index layer. This study surveys 50 cost experts in cost consulting by questionnaires. The study uses Cronbach’s Alpha and content validity to test the credibility and validity of the questionnaire. It turns out the best result that the questionnaire is useful. The radar map, AHP-fuzzy analytical method and comprehensive-quadrant method are used as assessing tools for the maturity levels.B cost consulting company is evaluated by the C4-LCCM3. It turns out the maturity level of this company is the defined, near the controlled. This study also gives suggestions that how to improve the service and focus on the key issues for both the consulting company and the developer.
