Small and micro enterprises are an important part of our national economy. They are the most active cells of market economy which spread widely among different regions and industries. Practice has proved that intensity of small and micro enterprises determines the level of income of urban and rural residents. The more developed of the small and micro enterprises, the higher of the local rural and urban residents’income. Thus, small and micro enterprises play an irreplaceable role in promoting employment, technological innovation and social stability. It has an strategic significance for economic and social development.From the perspective of government regulation, this article will take the financing of small and micro enterprises as the key research area to study the government how to play a leading role in further relaxing restrictions for approval, optimizing the financing structure, promoting financing risk prevention. It will provide theoretical guidance in enhancing a healthy and sustainable development of small and micro enterprises.
