With the development of China, the region’s employment rate has been greatly improved. However, in recent years, with the economy growth fading, the economic development of the new normal requires the transformation from the low manufacturing industry to the high manufacturing industry. As the result, the labor market research must be changed from employment quanity to employment quality. A large number of workers have jobs, but the overall quality of workers is not high, the works are mainly low income, long working time and dirty work. How to enhance the quality of employment that has become an urgent problem in China’s construction of the sustainable development of society! Unfortunately, the Chinese Literature research on the quality of employment is still less deeply. In order to solve this problem, I take Shandong Province as an example and the actual employment situation into account with the basis of the concept of the employment quality and the research methods. And then I analysis the impact of human capital on employment quality.First of all, I summed up the existing literatures. Then I made a scientific definition on the concept of employment quality and extracted three dimensions to consider the quality of employment concept:labor remuneration, employment ability and the employment situation. Considering the objective and the scientificalness of the data collection, I selected the statistical indicators which are related to three dimensions and used the principal component analysis method to get the comprehensive index. Secondly, according to the relevant theories of labor economy, I analysis the impact of human capital on employment quality from the three dimensions. Finally, I verify the theory by empirical study. By the quantitative analysis that the data is from 1996 to 2012 in Shandong province’s about human capital and the employment quality. I found that the human capital can promote the improvement of the quality of employment, the effect on employment quality has great difference in diverse industrial structure and economic development stage. The quality of employment in Shandong province is in a rising trend. In the long term, the endogenous and exogenous human capital have positive effect on labor and employment quality, but the exogenous the longer lags. However, the effect on the employment situation is not obvious, the cause of this phenomenon is likely to be the industrial and educational structures do not match.On the basis of the above analysis, the paper proposes several policy recommendations:firstly, education should adhere to the coordinated development of industrial structure. Secondly, adjust the structure of the foreign population. Thirdly, optimize the labor market structure, and promote the flow of talent.
