In the background of anti-corruption and deepened reform, marketization process of construction-agent system under market pattern still faces many difficulties. The reason lays in the limit conditions on investment, the standard of the project’ design can’t be completely decided by the users, who do not want to give full control right of project to construction-agent enterprise. One of the reasons is that the user refuses to relinquish power subjectively, constrainting the agent contract system being successfully implemented. That the market agent construction company access control of the project actively by exploiting advantages, making stakeholders gets real benefits, is a positive way to solve the above problem. This study was to explore the construction characteristic elements to control the influence of the project. Main achievements and conclusions as follows:Firstly, constructing the concept model between construction-agent enterprises’ characteristic elements and control right of project.ConlusionⅠ:Position characteristics have effect to control right of project. Both the regulation and the construction contract have clear rules and constraints on control right of project. ConlusionⅡ: The network characteristics have influence to the control right of project. The construction experience of cooperation with the clients, and leadership of the communication efficiency between the other departments, will have a significant impact on the control right of project.At the same time, the contemporary building one can play a role of "owner" of the mediation, will have higher control right of project. ConlusionⅢ:Competence characteristics have influence to the control right of project.Construction of professional technology level and public relation ability have a positive influence to control right of project. On the other hand, information capacity and the ability to resist risk will also affect the obtaining of control right of project. When policy environment and economic idea change, the regulations and the contract terms changed automatically as well. According to the frequency of their occurrence, the study divides the control right of project into core control and extension control. Then the study makes standard of the control strength. Strong control right of project should meet: the number of core control is 5 or more, and the number of extension control is 2 or more;ConlusionⅡ:The study filters each 20 cases of strong control program and general control program, making a comparison of construction-agent enterprises’ characteristic between them. The result proves that construction-agent enterprises’ characteristic elements of strong control programs are superior to general control programs’;Conlusion Ⅲ :List the relationship evidence between construction-agent enterprises’ characteristics of elements and the control of project.The study explores the relationship between construction-agent enterprises’ characteristics of elements and the control right of project. Study conclusion shows that the construction-agent enterprises’ characteristics impact on control right of project.Therefore,by strengthening its conditions on capital and advantage, the market agent construction company have access to control right of project for both their own profit and the project value.
