Nowadays, in order to promote and develop the new urbanization, it is essential to analyze and to explore the dynamic factor of new urbanization, and then to make appropriate strategies suitable to the situation, which can overcome the problems, to a larger extent, caused in the procession of urbanization and make the urbanization a brighter prospect.This essay is taking Shandong urbanization impetus factor for granted, at the same time comparing with Guangdong, Fujian, Jiangxi and Shanxi. On the ground of combing the concerning concepts of urbanization and theories of the urbanization impetus and of illustrating the mechanism of urbanization impetus, the paper will analyze the following A-level factors:economic development, social development and population quality. Therefore, this essay adopts the composite index method choosing 9 B-level factors, and then employs Spss17.0 doing relative analysis to the data respectively, and uses Eviews6.0 doing multiple regression data model to the data, on the basis of that, using the practical examples to find out the main impetus factors mainly influences the procession of urbanization of Shandong Province and provides the valuable reference for Shandong new urbanization to make sure the policies more relevant, scientific and systematic, and at the same time to import the inter-province comparable concepts of urbanization.The conclusion shows that Urbanization is the result of interaction of various factors including not only the economic factors but also the system and population quality factors, which composes the sources of urbanization impetus; meanwhile, the development of secondary and tertiary industry is mainly the impetus for the urbanization, and the income gap between rural and urban area also makes impetus effect. To the different provinces, due to the differences between economic development level and resources, the impetus factor of urbanization varies differently, at the same time because of lying in different phrases for different provinces, the impetus factors of the secondary and tertiary industry vary differently. On the above research, this paper gives the countermeasures to promote the development of new type of urbanization of shandong province:Attention to a variety of dynamic factors of coordination, focus on optimizing the Government to promote; deepening economic reform, optimize the industrial structure; increase investment in rural education, improve population quality; reform the system of urbanization.
