Performance Evaluation Of The New Type Of Rural Social Endowment Insurance System

On September 1,2009, The Implementation of the New Type of Rural Social Endowment Insurance Pilot Guidance was issued by the State Council of China, which served as a significant step towards the establishment of the basic healthcare insurance system for Chinese urban and rural residents. In 2011, the "Twelfth Five-year" Plan proposed "the goal of basic old-age pension and medical insurance for the whole should be realized during the "Twelfth Five-year". That is, it should cover almost all the rural people of the right age. However, the establishment of social security in rural areas is a long-term arduous and complex task. The new rural endowment insurance system has just been put in use, while its coverage and security level is far from meeting the requirements. With the constant improvement of the level of economic development, the rural residents demand more and more. Treatment comparing phenomenon is increasingly common. The floating population, especially rural migrant workers require further development of the new rural endowment insurance system.The performance evaluation theory has developed rapidly in the world and has been introduced into the public policy analysis in many countries, which has developed into a worldwide trend. The performance evaluation plays an important role in perfecting the policy making process, improving policy content, overcoming the abuses and obstacles in policy implementation, enhancing the vitality of policy and performance. This provides a new research direction for new rural endowment insurance system. In this thesis, the author establishes the performance evaluation index system through the dimensions of system design and system operation, which is based on the goal of the new rural endowment insurance system. Through this way, the implementation of the new agricultural insurance can be tested as well as finding problems which existing in the current new rural endowment insurance system. Through perfecting the system and policy, paying attention to the fund-raising ability, establishing the insurance connection system, paying attention to the construction of social security agencies, doing a good job in publicity and mobilization, strengthening the financial supervision and so on, the new rural endowment insurance system in China will be sustainably and healthily improved.
