Study On The Operational Performance Evaluation Of New Rural Pension Insurance System In Hunan Province

Although there are nearly 20 years of development history for the rural social endowment insurance system (old endowment, short for it), it is still not perfect. To cope with the aging population peak in the current time, a new rural social endowment insurance system (new endowment, short for it) should be built according to the fundamental realities of our country.The trend of population aging is very obvious. The population of the aged people over 65 is 6.8115 million in 2012,0.27% increased over 2011. With the acceleration of rural aging process, the weakening of family supporting function and acceleration of the support burden of the sons and daughters, the new rural social endowment insurance system is directly related to the farmer’s democratic rights and interests and has vital importance to the rural stable, economic development, social progress, urbanization and industrialization process. The new rural social endowment insurance system in Hunan Province is at initial stage, so the assessment on its performance and the strategies to improve it are of great significance to the development of the system. Based on the extension element, from the angle of institution, finance, operation, the index system of the performance of the new rural social endowment insurance system is constructed and then the performance is assessed. It includes the following parts:(1) The related definitions of the new rural social endowment insurance system are introduced and the theories and the principles of the system are summarized.(2) Peasants of Changsha, Yongzhou, Jishou are as the respondents and the current situation of the new rural social endowment insurance system is investigated, which provides foundations for its performance index.(3) Based on the extension element, from the angle of institution, finance, operation, the index system of the performance of the new rural social endowment insurance system is constructed and then the extension element assessment model of the new endowment in Hunan Province is built. According to the assessment result, a new understanding of the new endowment in Hunan Province is reached.(4) Based on the extension model, the assessment result is obtained and then the strategies and measures to improve the performance of the new endowment in Hunan Province are put forward.From the result of the assessment on the performance of the new rural social endowment insurance system in Hunan province, it shows that the level of the performance is Ⅲ, which means the performance level is in mediocre condition, and still can be improved. The research can accelerate the process of the new rural social endowment insurance policy and can promote the new rural construction in Hunan province.
