A Study On Smart City Construction Under The Innovation Drive

As the rapid ascension of developing and expanding speed,the urbanization process is showing a trend of accelerated development The urbanization of our country has made great achievements, but also being faced with all kinds of urban problems, such as infrastructure management difficulties, rapid population growth, increased social problems, increasingly serious environmental pollution, resources and environment bearing mounting pressure, etc. Smart city is coming into being under this background along with the breakthroughs of the new generation of information technology, which is considered as an effective way to solve the current problems and a direction of development. The construction of smart city is of great significance,which can promote transformation of urbanization, improve the ability of government to provide public services, change governance model, and promote the development of urban economy.At present, it is an important and strategic measure to realize a new round of development for all countries to pursue and make smart city construction.In order to promote development towards a higher stage, Chinese cities have also introduced a variety of city construction planning, having:193 pilots together now. In Anhui province, Wuhu, Tongling, Bengbu, Huainan became the first batch of pilot smart cities.In August 2013, the second batch includes Fuyang, Huangshan, Huaibei, Hefei’s high-tech industry zone and so on. Hefei determined to build a Smart city "template" which has "Hefei Characteristic", focusing on transportation, public services, tourism and basic network coverage, etc.Here make a theoretical study on smart city construction driven by innovation by using literature analysis, comparative analysis, statistical analysis and the method of integrating theory with practice.At the same time, a study on the practice exploration to the construction of Hefei has been made.First of all, make a study on connotation and the construction content of smart city. Connotation includes the concept and characters of smart city. The concept of smart city is not yet clear, here choose the concept defined by NDRC. Smart city has features of synergy, knowledge innovation, intelligent service and harmonious development. Construction content is mainly analyzed on aspects of supporting elements, hierarchy and application fields. Support elements include infrastructure, database platform and core technology. Hierarchical structure includes the perception layer, network layer and application layer. Application field is wide, mainly can be divided into smart management and service, smart industry, intelligent network, and intelligent life.Secondly, make a detailed research on construction motivation and general path. Construction motivation can be explained on two aspects:the necessity and importance. Necessity can be reflected by the restricting factors of the urban development while importance can be reflected by the significant function of smart city. On construction general path, here mainly analyze the dynamic mechanism, construction mode and management mode. Dynamic mechanism includes requirements driving, information driving and technology driving, which also contains innovation process of the above elements driving. Construction mode can divided into" key constructive" and "comprehensive constructive" according to key parts of construction while "the government’s leading", "market-oriented" and "mixed constructive " according to the roles of constructors. Management mode contains advance, matter, event management and the interaction mechanism.Thirdly, study the drive function of innovation for the smart city construction by analyzing connotation, elements and motivation mechanism. Connotation includes the concept and elements. Dynamics analysis includes function of innovation as well as a collaborative relationship analysis of "innovation city" and "smart city". Innovation includes constructors, pattern and building elements innovation. The mechanism innovation includes "individual driving" and "fusion driving".Finally, take Hefei’s practice as an example for empirical study. First, analyze the present construction situation of Hefei including foundation, construction key parts and achievements. At the same time make a comparison among Hefei and other domestic cities, finding that certain achievements have been made, but compared with other cities significant difference still exists because of the differences of base and construction time. Secondly, this paper analyzes construction pattern and reasons of Hefei, finding Hefei is taking "key constructive" and" government’s leading" construction pattern. Thirdly, based on the comparison with other smart cities, comprehensive evaluation of the comprehensive innovation ability of Hefei has been made. At the same time, analyze the present situation of innovation in the smart city construction of Hefei, finding that innovation ability of Hefei is relatively weak. According to the construction situation, the innovation status and the comparative analysis, corresponding suggestions for the development of Hefei’s smart city construction are offered including increasing the investment in technology research and development, focusing on the construction of traffic and network and choosing driving path mainly depending on innovation.
