Urbanization is the inevitable outcome of the economic development to a certain extent, it’s also the synthesis process of industrial structure upgrading, the rural population’s transformation to towns, land and geographical space transformation, and so on. Over the past decade, Chinese urbanization has been developing rapidly, has played an significant role in the national economic and social development. But China’s many restrictions on the use-right of rural homestead, Seriously restrained the transfer of land, capital and labor in rural area, intensified city-countryside dualization, hampered the development of new-type urbanization.The requirements of implementing the new-type urbanization conservatively were presenter by the central economic work conference in 2012. The 18 th CPC national congress elaborated the new-type urbanization’s characteristics. In 2014, September, the NDRC(national development and reform commission) announced that they will selected62 national level new-type of urbanization pilot in the country, In the rural homestead system reform and other 4 areas foretaste of go ahead of the rest. In 2015, February, the NDRC published the list, ChangSha got in successfully.Ning Xiang is located in the west of ChangSha, as the hinterland of provincial capital, is the main object of ChangSha to promote urban and rural reform. Regard it as research area, through the long-term, extensive,in-depth investigation and interview of a plurality of governmentdepartments, the author got the first-hand information and date of homestead’s utilization and circulation in this county. Using it as a base,author deeply analysed the situation of rural homestead right circulation in NingXiang, researched on the problems existing in current, and put forward countermeasures and suggestions.Firstly, this paper starts with theoretical view, searched related concepts like rural homestead, urbanization, and so on. And reorganized the relationship between the circulation of rural homestead use-right and new-type urbanization.Secondly, the author conducted a series of empirical research,through the analysis of the date or information acquired by field research,use the method like grey relational analysis, classification statistic,analysed the 6 aspects of content(including quantity, form, driving,intention, potential,benefits).Thirdly, according to the quantitative or qualitative analysis results,summarized seven aspects of the problem(laws and regulations,circulation system, circulation market, etc).Additionally, the author mentioned the situation of the rural homestead’s system-reform in NingXiang, introduced the current difficulties and problems that may encountered in the future.Finally, put forward policy recommendations and to design a set of implementation for the county’s homestead system reform scheme.
