Since China’s accession to the world trade organization, with the accelerated process of economic globalization drama, Chinese commercial banks are facing a risk and competitive financial environment. This paper selects the representative Fuyang Yingquan rural commercial bank as the object of study, through in-depth study and explore the problems in the internal management, especially in human resource management in urgent need to solve the problem, put forward reasonable suggestions and comments. In this study, based on the basic situation of employee performance appraisal of Fuyang Yingquan rural commercial bank survey and interview, based on its existing performance appraisal situation in-depth study, find out the problems and reasons existing in the staff performance appraisal management, puts forward the design scheme of employee performance appraisal management, the related theories and ideas can continue to optimize and improve the performance appraisal to give some theoretical support for the Fuyang Yingquan rural commercial bank, at the same time for the design of a complete set of employee performance appraisal system.Through to find information, through to the domestic and foreign research status on observation, not much research on the performance evaluation system of the rural commercial bank employees, but with the process of reform of rural commercial banks in China to accelerate, as an important part of China’s banking system of the rural commercial bank in the service "three rural" and the county economy is service play an important role. Therefore, in this paper, combined with the actual situation of Fuyang Yingquan rural commercial bank, and designed a set of suitable for its own development needs of the employee performance appraisal system, and provide a theoretical reference for the rural commercial bank employee performance evaluation with other types of.This paper from the modern performance appraisal theory, through in-depth investigation and Research on Fuyang Yingquan rural commercial banks, combined with the specific circumstances of the bank, the status of employee performance appraisal and the existing problems are analyzed in detail, using the method of key performance indicators and the balanced scorecard, and then the design of employee performance appraisal scheme of Fuyang Yingquan rural commercial banks, and puts forward some suggestions on the implementation of the new staff performance appraisal program, staff performance appraisal program to construct the theoretical method of key performance indicators and balanced score card to use, can be achieved between employees and enterprises to communicate, can effectively improve enterprise performance level, improve their ability to work and enthusiasm, to create a learning organization of advanced.The full text altogether has five parts. The second part of the thesis on the common performance appraisal related classical theory, especially the Balanced Scorecard (BSC) and economic value added (EVA) and key performance indicators (KPI) theoretical system of practical application value.The third part of the thesis has carried on deep research to the Fuyang Yingquan rural commercial bank performance appraisal situation and existing problems, through a questionnaire survey of the branch, the staff of the way to explore Fuyang Yingquan rural commercial bank in the shortage of staff performance appraisal and other aspects of research, through in-depth interviews to the human resources department all the staff of the way the problems existing at the same time.
