In the last few years,with the acceleration of the reform of the financial system and the enhancement of the reform,Chinese city commercial banks have achieved rapid development,but also faced with more intense market competition challenges.City commercial banks not only have to face the competition from the domestic five major joint-stock banks,but also the fierce competition from foreign banks.How to better grasp the market-oriented economic system opportunities and develop themselves,not only need the city commercial banks provide customers with more diversified financial services,butalso require themin strict accordance with performance management system,to forge a combination which is top-down,vertical and horizontal,in order to better improve the efficiency of the market,create a healthy mechanism to produce a good performance.Due to the above background,the paper uses Chinese City Commercial Banks Performance Management System as the object of study.The paper firstlyconducts the researchbackground and significance of the study,the research content and the method at home and abroad,and makes a brief analysis of the research characteristics and innovation of the thesis.Secondly,the paper systematically expounds the theory of performance management and balanced scorecard,and makes a comparative analysis of the Balanced Scorecard and the traditional performance management methods,exploits the advantages of the Balanced Scorecard.The third part takes the Quanzhou Branch of I Bank as an example,according to the present situation and problems of its current performance management,analyses the necessity and feasibility of putting the BSC into effect.The fourth part explores the construction of the performance management system based on the Balanced Scorecard of the Quanzhou Branch of I Bank,which is based on the strategic objectives,from the finance,customer,internal process,learning and development.And find out the key success factors of the Balanced Scorecard and design the key performance indicators and weights to establish the Balanced Scorecard Performance Management Scheme.The fifth part briefly analyzes the safeguard measures that the Balanced Scorecard can implement,mainly from the Organization security,strengthen the concept,improve staff participation etc.At last,summarize the conclusions,and put forward the corresponding outlook.The paper takes the Quanzhou Branch of I Bank as an example,establishes the performance management system based on the balance scorecard,and sets the corresponding weight,conducive to establish a better comprehensive city commercial bank performance management index system for Chinese city commercialbanks,and to provide reference to improve the performance management system.It is beneficial to the realization of the strategic goal of our city commercial bank and realize the sustainable development of the city commercial bank,so that it can be invincible in the same industry competition.
