With the 2006 rural financial system reform,the state proposed to establish and improve the rural financial system,rural credit cooperatives reform.The rural commercial bank as a result of the reform of rural financial system,as now the total assets of the rural commercial bank total assets of the banking financial institutions share just behind the large commercial banks and joint-stock commercial bank,become the type third large banks,rural commercial banks in our country under the new situation of economic construction plays an important role.Guangzhou rural commercial bank in 2009 to complete the joint-stock reform of rural credit cooperatives in Guangzhou,from the original restructuring into the Guangzhou rural commercial bank,is facing the double pressure of transformation of the old system changes and changes in the market.In recent years,enterprises operating income declined year by year.In order to make the Guangzhou rural commercial bank and its employees can effectively improve the performance.It has been found that the performance management system of the bank has been adjusted several times since the reform.Although the goal management method and key index assessment method have been introduced,a relatively mature and perfect performance management system has been formed.However,there is still a lack of guidance on the strategic objectives of enterprises,lack of assessment of non-financial indicators and long-term development indicators.Based on the enterprise strategic target as the core,by means of the balanced scorecard in combination with the practical situation of Guangzhou rural commercial bank improve their performance management,combined with the actual situation of financial,risk,customer,internal business process,learning to examine the five dimensions,performance planning map strategy respectively,index evaluation dimensions and indicators of use analytic hierarchy process(AHP)to determine weight ratio.Finally further improve performance management system,the implementation of the security system including the organization and methods,implementation of performance appraisal in the process of monitoring and guidance and feedback of performance results and application.The strategic objectives of the improved performance management system are clearly in line with the development of the enterprise,the evaluation index system is improved,staff fairness and satisfaction are further improved,and the implementation of the guarantee system is complete and ensured the results of this study are of great value to Guangzhou rural commercial bank,and it also has some reference value for the reform of the performance management system of other rural commercial Banks.
