After the reform and opening up, under the Chinese unique urban and rural structure system, there’s a special group called migrant workers formed. This group is also a transition in the process of the industrialization and urbanization of our country. With the deepening of reform and the push of urbanization and industrialization, it has become an inevitable trend of social development that migrant works move forward to urban and get citizenization gradually. But because of restriction of dual household registration system, social security system, and territory system in urban and rural areas, the process of China’s migrant workers citizenization is generally slow. From the economic perspective, the essential problem which restricts the process of all kinds of system reformation is cost problem. Cost must be concerned when the government pushes the migrant workers citizenization. Anhui province is a large agricultural province. It has a large number of migrant workers and an obvious dual structure in urban and rural areas. So the current condition of migrant works’ citizenization is a microcosm of China’s basic national conditions. According to these conditions mentioned above, combined with the actual situation of migrant workers in Anhui Province, this essay will study cost problem of the citizenization of migrant workers in Anhui with the perspective of public cost.Firstly, under the base of related concepts and theories, it will analyze the current situation of migrant workers’ citizenization in Anhui with 3 aspects:migrant workers leave rural areas, then enter cities and integrate into cities to finally actualize citizenition. Also it will analyze the main influence factors of migrant workers’ Citizenization in Anhui.Secondly, it will construct model, calculate and analyze the cost of Anhui migrant workers’ citizenization with the perspective of the public cost.Finally, based on the combination of theoretical and empirical analysis, it puts forward some suggestions to promoting the citizenition of migrant workers in Anhui. The full essay is divided into five chapters, the specific content and structure are as follows:The first chapter is the introduction, points out the research background and significance of this essay. it will mainly summarize the domestic and foreign research for the transfer of rural labor force, migrant workers’ citizenization and citizenization cost. Meanwhile, it expounds the advantages and disadvantages of the research at home and abroad, and also makes clear the train of thoughts, methods, potential innovation and shortcomings.The second chapter is the theory which firstly defines the concept of migrant workers, migrant workers citizenization and the cost of migrant workers citizenization. It points out the essence of migrant workers citizenization is the process of population citizenization. And then it will describe the theoretical basis from three aspects:population flow theory, city theory and citizenization theory.The third chapter is the analysis of the present situation and obstacles, based on the documents and research data, it will analyze the status of Anhui migrant workers citizenition with 3 stages:exiting rural areas, entering cities and integrating into cities. The overall situation is propitious to migrant workers citizenization. For example, the land circulation promotes the integration of urban and rural development; the employment situation of migrant workers tends to be better, migrant workers’ rights and interests will get more ensurance during their integration into cities, etc. But there are still some factors that hinder the process of citizenization. It mainly reflects in the migrant workers themselves, mechanism and system.The fourth chapter is the empirical analysis of cost which firstly constructs the public cost model of citizenization. It Includes urban jobs and investment cost, city infrastructure cost, migrant children education cost, housing security cost, social security cost and city management fees. According to the statistical yearbook and the document data of Anhui, the public cost of migrant workers citizenization is 86606.38 yuan, and 264853.31 yuan will be required for the workers live in the urban for 40 years, this chapter will compare and analyze the public cost.The fifth chapter is conclusion and Suggestions. It firstly summarizes the above study, and then puts up four suggestions:strengthen the competitive power of the migrant workers, speed up institutional innovation, strengthen regional cooperation, rationalize fiscal spending, in order to promoting the citizenization of rural migrant workers in Anhui province.
